- Synopsis: THIS REQUIREMENT IS A 100% SET-ASIDE for current SBA-Certified, 8(a) Small Disadvantaged Business (SDBS) concerns. The North American Industrial Classification System (NAICS) code applicable to this requirement is 541611.The National Institute on Drug Abuse (NIDA) plans to solicit proposals from 8(a) small businesses having the in-house capability to provide technical and scientific expertise and other labor support to coordinate the dissemination of scientific information to the clinical and scientific community. This contract will provide a resource for managing the dissemination of evidence-based research findings in substance use disorders through multiple mechanisms. The work required under this contract includes: 1. Developing and maintaining collaborative projects with medical and scientific organizations. 2. Developing and supporting government-branded products to disseminate medical research-related information, findings, scholarly articles, or publications. 3. Developing training products for clinical professionals presented in a web-based environment. 4. Coordinating continuing education for multiple clinical professions, including ACCME Category 1. 5. Arranging logistical support for scientific meetings including expert panels and scientific symposia at national conferences. 6. Providing graphic arts, editorial, and scientific writing services. 7. Coordinating technology-based meetings such as webinars, teleconferences, etc. 8. Developing and/or maintaining databases with administrative and programmatic information. 9. Identifying and coordinating expert, scientific consultant services. NIDA anticipates awarding one cost reimbursement, level-of-effort contract with a base period of 1 year with four 1-year options. In addition to the options to extend the contract period of performance, option quantities are also anticipated. RFP No. N01DA-15-2244 will be available electronically on or about March 3, 2015. You can access the RFP through the FedBizOpps (URL: http://fedbizopps.gov) or through the NIDA website: (URL: http://www. drugabuse. gov/funding/funding-opportunities/nida-requests-contract-proposals-rfps). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due 45 days from the release date. NIDA will consider proposals submitted by any responsible 8(a) offeror. Offers from concerns other than eligible 8(a) SDBS will not be considered. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This advertisement does not commit the Government to award a contract.
