Description
************************* MODIFICATION #4: THIS MODIFICATION EXTENDS THE PROPOSAL DUE DATE. Proposals must be received by March 12, 2015, no later than 4:00 p.m. (Alaska Time). The prospectus is amended as follows: 1. Change to Draft Contract Exhibit B (Operating Plan). The Service has MODIFIED the text of the Draft Operating Plan, Section 5) (C)(1)(e) regarding guide:client ratios on the West Buttress of Mt. McKinley. Section 5)(C)(1)(e) is deleted and replaced with the following: Ratios Number of Clients Minimum number of guides Maximum number of guides 2 1 1 3 1 2 4 2 2 5 2 3 6 2 3 7 3 4 8 3 4 9 3 3 •· Prior to the start of an expedition/climb the Superintendent may make exceptions to the ratios and group size limits if doing so would benefit visitor safety, park resources and/or visitor experience, including meeting the needs of visitors with physical impairments. Requests for exceptions will be made through the South District Ranger or their designee. •· Above chart does not include apprentice guide or foreign escort. •· On descent only, the guide to client ratio may be up to 1 guide for 4 clients. •· Subsequent to the check-in of a trip, circumstances may occur that call for a variation of these ratios. The lead guide will state the reasons for any variations in a written post climb report. The report must be submitted to the South District Ranger or their designee at the time of checkout. 2. Change to Draft Contract Exhibit B (Operating Plan): The Service has MODIFIED the text of the Draft Operating Plan, Section 5)(C)(2)(c). Section 5)C)(2)c. has been deleted and replaced with the following: c. Restrictions •· Concessioners cannot check-in more than one group per day. •· Concessioners may only have one group in a given Back Country Unit as described in the park's Back Country Management Plan. 3. Change to Draft Contract Exhibit B (Operating Plan). The Service has MODIFIED the text of the Draft Operating Plan, Section 5) (C)(2)(d). Section 5)C)(2)d. has been deleted and replaced with the following: d. Ratios •· The maximum number of clients per guide is three (3). •· For mountaineering courses the maximum number of students/clients to guides will be no less than one guide for five students/clients. 4. Change to Draft Contract Exhibit B (Operating Plan). The Service has DELETED the text of the Draft Operating Plan, Section 5) (D)(1)(c). Section 5)D)(1)c. has been deleted: c. Guides who have not climbed the entirety of the route must be under the direct supervision of the Lead Guide. 5. Change to Draft Contract Exhibit B (Operating Plan). The Service has DELETED the text of the Draft Operating Plan, Section 5) (G)(3). Section 5)G)(3) has been deleted: (3) Concessioners will work with each other to coordinate start times for climbs, cooperatively use common areas, manage groups to avoid congestion, work together to maintain the fixed lines, and create a positive guiding environment for employees, clients, and independent climbers. 6. Change to Draft Contract - Exhibit B. Operating Plan. The Service has MODIFIED the text of the Draft Operating Plan Section 4) B) (3) to describe the location of required and authorized visitor services: Section 4) B)(3) has been deleted and replaced with the following: •(3) A map identifying the "Old Park and the Southern Park Additions" in accordance with the required and authorized services is included as Attachment D to the Operating Plan. 7. Change to Draft Contract - Exhibit B. Operating Plan. The Service has ADDED an attachment to the Draft Operating Plan to describe the location of required and authorized visitor services on page 18. (also noted on the Table of Contents Page, and on page 14): Page 18, Attachment D. "Map of Mountaineering Guide Services Area" (please see Map located within the updated Exhibit B, Draft Operating Plan for CC-DENAxxx-16, located at the NPS Concessions website ( http://concessions.nps.gov )
