- Department of Veterans Affairs (VA) Office of Resolution Management (ORM), 1575 I Street, NW. 10th Floor, Washington, DC 20005, Title: READER ASSISTANT SERVICES REQUEST FOR INFORMATION (RFI) This is request for information (RFI)/Sources Sought (SS) and not a solicitation. The purpose of this RFI / Sources Sought (SS) is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The government requests that interested parties indicate Business Size based upon NAICS - 541930. Verified Service Disabled Veteran-Owned Small Businesses (SDVOSBs) are encouraged to submit a response.. Disclaimer and Important Notes: This request does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Confidentiality - No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). INSTRUCTIONS: All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the below. The capability statement shall be in sufficient enough detail, but not to exceed 3 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Responses must be submitted via email to Jacky Jean-Jacques at jacky.jean-jacques@va.gov by 12:00 NOON Eastern Time on February 20, 2015. Below is a draft of the performance work statement. 1.0 SCOPE OF WORK ORM seeks to procure contractor Readers Assistant support service to serve as a reader for one (1) visually impaired employee and performs associated clerical duties. The Reader assistant will perform a variety of administrative functions related activities, including, but not limited to deciphering handwritten/printed materials, e-mails, graphs, charts, excel spreadsheets, TIF and JPG files, and memos for the visually impaired employee who currently utilizes JAWS software that has limited capabilities. Additional duties shall also include scheduling appointments, maintaining electronic files, providing information to callers, operating office equipment, making copies, answering calls, coding files, and preparing reports. The support contractor personnel shall be able to explain and describe for the visually impaired employee various visual aids, such as complex graphs, charts, pictures, and illustrations. Assistance for the visually impaired employee shall also include sighted mobility assistance to locate unfamiliar people and places/locations when on training or conference travel. The contractor must provide one contractor resource (back- up individual may be also a requirement) for the entire length of the contract. The selected contractor will be required to provide 30 hours per week for this requirement. The hours will be scheduled on a weekly basis. 2.0 PERFORMANCE PERIOD The Government anticipates awarding a base contract for a period of 6 months, with possibilities of four (4) one-year optional periods. The Government intends to have a contract in place by the beginning of June 2015. 3.0 PLACE OF PERFORMANCE The place of performance is Department of Veterans Affairs, Office of Resolution Management, located at 1575 I Street, NW., 10th Floor, Washington, DC 20005, and other locations within the Washington, DC, commuting area if needed during the course of business operations to accompany the visually impaired employee to other official Government travel locations as authorized for business to attend seminars, conferences, workshops, training classes and other Government Government-related functions.
