INL Maritime Law Enforcement Advisor Hanoi, Vietnam Issuance Date: 02/13/2015 Closing Date: 02/27/2015 SOLICITATION NUMBER: PSC-15-017-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: INL Maritime Law Enforcement Advisor 6. MARKET VALUE: $82,350 - $120,934 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Hanoi, Vietnam 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs, Office of Europe and Asia (INL/EA), is responsible for the development, supervision, coordination and implementation of international law enforcement assistance activities and international criminal justice issues for the Department of State. This personal service contact (PSC) position will report to the Deputy Political Counselor, who has responsibility for the International Narcotics and Law Enforcement Affairs (INL) portfolio at the U.S. Embassy in Hanoi, Vietnam. INL/EA is implementing a maritime law enforcement initiative in Southeast Asia that has bilateral and regional components. The existing bilateral programs with Indonesia, the Philippines, and Vietnam focus on developing institutional functions and strengthening operational capabilities. The new position will provide advice on security assistance projects targeting the Government of Vietnam's (GVN) ability to assert law enforcement authority and control within its maritime domain. The primary Vietnamese entity through which this work will be conducted will be the Vietnamese Coast Guard (VCG). Purpose: The purpose of this personal services contract (PSC) position is to provide a Maritime Law Enforcement Advisor to: 1. Contribute to the whole-of-government strategy coordinated by U.S. Embassy Hanoi's Office of Defense Coordination to strengthen the institutional capacity of Vietnam's coastal and riverine forces involved in maritime law enforcement and the disruption of transnational criminal networks in the maritime environment. The Advisor will also work with colleagues and counterparts in the U.S. Government and the GVN to foster maritime law enforcement cooperation throughout Vietnam's security forces. The Advisor will reside in Hanoi, with considerable time spent traveling and working in the field. 2. Serve as one of Embassy Hanoi's primary points of contact on issues of maritime law enforcement with the Government of Vietnam and participate in a joint working group with the VCG regarding the implementation of the bilateral maritime law enforcement program with Vietnam. The Advisor exercises expert judgment in providing recommendations for actions relating to initiating projects and executing approved new programs under general supervision and is expected to coordinate as functionally appropriate with other INL units in the region, Washington and U.S. government interagency counterparts to accomplish the purposes of this initiative. Completed work is reviewed for timeliness and effectiveness. 3. Perform the full range of assistance project management skills, including planning, budgeting, procurement, contracting, monitoring and evaluation, and other tasks or duties assigned on an ad hoc basis. Relationships: 1. The PSC Maritime Law Enforcement Advisor will report to the Deputy Political Counselor. 2. The PSC Contracting Officer' Representative (COR) will be the Deputy Political Counselor. 3. The Maritime Law Enforcement Advisor position will be included in Embassy Hanoi's staffing pattern with assigned office space and support services. 4. The Maritime Law Enforcement Advisor will be seconded to the Office of Defense Cooperation, functioning as the Acting Deputy Chief, as directed. 5. The Maritime Law Enforcement Advisor will report on a day-to-day basis to the Chief, Office of Defense Cooperation, as directed by the Political Counselor. 6. The Maritime Law Enforcement Advisor may oversee the work of Locally Employed Staff, as directed. 7. Internal travel may be required, as approved by the Deputy Political Counselor. Duties and Responsibilities: 1. Serve as the advisor for INL's VCG maritime law enforcement program in Vietnam. 2. Serve as a point of contact for the bilateral maritime law enforcement programs with the VCG. 3. Provide regular reporting to the Office of Defense Cooperation, Embassy Deputy Political Counselor, and INL on program implementation and maritime law enforcement issues in Vietnam. 4. Design and implement bilateral program activities to improve maritime law enforcement coordination and interoperability. 5. Develop program designs, performance monitoring plans, and evaluation planning for projects in support of maritime law enforcement capacity-building. 6. Coordinate interagency efforts with relevant USG partners. 7. Coordinate with other U.S. Embassies in the region on maritime law enforcement issues. 8. Coordinate with other donors active in maritime law enforcement. 9. Draft policy and advocacy papers, attend meetings and conferences. Facilitate exchange of information and practices to ensure robust communication on maritime law enforcement. 10. Prepare background materials and reports to be used by U.S. Government officials in preparing speeches, briefings, and 11. Supervise locally-hired staff. 12. Perform other duties as requested and assigned by INL and Embassy Hanoi. Minimum Requirements: 1. U.S. Citizenship, ability to obtain Department of State secret-level security and medical clearances. 2. Minimum of a Bachelor's Degree from an accredited institution plus five (5) years of related experience; or Associate's degree plus seven (7) years of related experience; or ten (10) years of related experience in the fields of international development, law enforcement, international relations, and/or public administration. 3. Demonstrated experience in planning, managing, implementing, and coordinating U.S. maritime matters relating to U.S. Coast Guard or other maritime activities, systems, equipment and resources applicable to waterways, coastal and international waters. 4. Demonstrated experience working with the international organizations and foreign government representatives. 5. Proficiency in Microsoft Office. 6. Excellent oral and written English communication, negotiation and interpersonal skills. 7. Successful completion of the Foreign Service Institute's Contracting Officer's Representative (COR) online course within 120 days of contract award. 8. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first 120 days of assignment successfully. Preferred Knowledge and Skills: 1. Experience with U.S. contracting procedures and procurement mechanisms. 2. Prior experience working in Southeast Asia. 3. Experience in strategic planning and policy development. 4. Experience working with U.S. Embassies overseas. Evaluation Criteria: Factor 1: Program Management: (40 points) Experience in overseas program management. Experience in assessing, analyzing, and planning programs. Experience in training, procurement, program planning, execution, monitoring and evaluation. Knowledge and understanding of INL, Federal Acquisition Regulation (FAR), and U.S. federal government procurement. Supervisory experience. Factor 2: Liaison: (30 points) Ability to conduct liaison activities with USG agencies, Host Nation representatives, and the international community to develop and coordinate rule of law programs. Demonstrable ability to communicate in English, both orally and in writing, including through written reports. Factor 3: Regional Experience (10 points) Experience working on criminal justice and/or law enforcement in Southeast Asia, Vietnam in particular. Factor 4: Past Performance: (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
