Description
Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The project provides for the repairs of the pump well located at DD#3, Portsmouth Naval Shipyard, Kittery, Maine. The project scope of work includes: 1.Repairs to the concrete pump well structure, heating, ventilation and dehumidification systems. 2.The structural work will involve complex underwater and specialty diving-based construction services including but not limited to: repairs to the concrete walls, construction joints, and crack sealing. 3.Additional underwater repairs will include installation of concrete encasement via fiberglass form system on the exposed, riverside walls of the pump well. 4. Concrete repairs will also be required at the top concrete surfaces, within the pump well structure and inside the dry dock. 5. The mechanical work will repair motors and controls, fire protection systems, and will also repair or replace heating, ventilation and dehumidification systems. 6.The electrical work repairs/replaces existing conduit and boxes, main circuit breakers, panel boards, pull boxes, cable trays and lighting fixtures throughout the pump well. 7.The project also includes repairs to the various life-safety systems within the pump well including stairs, handrails, entry door and bulkhead. 8. The Dry Dock will remain operational throughout construction and work is required to be sequenced to avoid disruption of the Dry Dock schedule. The estimated magnitude of work for this project is between $5,000,000 and $10,000,000. The Procurement Method is Sealed Bidding, FAR Part 14. The North American Industry Classification System (NAICS) Code for this procurement is 236210 and the annual size standard is $36,500,000. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All capable Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a directed Small Business Set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business. Interested Small Business concerns should, as early as possible but not later than 27 Feb 2015, indicate interest in the acquisition by providing to the contracting office a capability statement to the following: Name and address of company; Point of contact with phone number and email address; Business size and socio-economic program (HUBZone, 8(a), SDVOSB, WOSB, etc); Ability to meet all technical requirements outlined in this notice Past performance for two projects with similar scope of work and magnitude within the last five years (indicate firms role as prime or sub) Bonding Capacity DUNS number CAGE code Small Business classification for NAICS 236210 Bidders will be required to submit a bid bond with their bids.
