- Description
- NASA/Ames Research Center (ARC) intends to extend contract NNA10DE12C, Space Technology Research and Development (STRAD) with ERC, Inc. on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The period of performance will be extended for up to six (6) months, consisting of two (2) month base and four (4) one-month options. The period of performance will be extended from April 1, 2015 through September 30, 2015, if all one-month option periods are exercised. The extension will not increase the current contract value. The purpose of the extension is to continue to provide critical on-going task order requirements to support the Office of the Director of Technology during the completion of the Entry Systems Technology Research and Development (ESTRAD) follow-on procurement. The current contractor, ERC, Inc., is considered the only contractor that can support the NASA/ARCs requirements under contract NNA10DE12C given the extensions short period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to the identified point of contact no later than 12:00 p.m. PST on February 19, 2015. All responsible sources may submit their capabilities/qualifications which shall be considered by the agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All questions must be in writing and should be addressed directly to Rachel Jandron at Rachel.A.Jandron@nasa.gov no later than 4:00 pm PST on February 17, 2015. Oral communications are not acceptable in response to this notice. NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
