Description: The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to solicit a Request For Proposal (RFP) and award a contract on a Cost Only/Cost Plus Fixed Fee (CPFF)/Cost Plus Incentive Fee (CPIF) - Level Of Effort (LOE) basis to General Dynamics - Advanced Information Systems, Inc. (GDAIS), 12450 Fair Lakes Circle, Fairfax, VA 22033. This requirement is to support the Maritime Integrated Air and Missile Defense (IAMD) Planning System (MIPS). The proposed contract will have a period of performance of forty eight (48) months, consisting of one base year and three (3) option years. This effort is to incorporate Naval Integrated Fire Control - Counter Air From The Sea (NIFC-CA FTS), Cooperative Engagement Capability (CEC) Stationing, Bottom Contours, and Common IAMD Extensible Markup Language (XML) Schema (CIXS) capabilities into MIPS and to sustain, train, and provide installation efforts. NAVSEA intends to award a contract resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as GDAIS is the only company that can meet the Navy's MIPS software development efforts and schedule while a larger competitive solicitation for a similar requirement is being processed. Award of this sole source effort is anticipated in early 4 th quarter GFY 15.
