Description
invoice and payment provisions SOW solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-(SSSA)-CSS-15-52 and the solicitation is issued as a request for proposal (RFP). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, dated December 26, 2014. (iv) A notice regarding any set-aside restrictions, the associated NAICS code 811219 – Other Electronic and Precision Equipment Repair and Maintenance and the small business size standard is $20.5mil. (v) Preventive Maintenance Service contract for JEOL Microscopes. 1) Background The National Institute of Neurological Disorders and Stroke need a contractor to provide all labor, material and equipment for preventive maintenance to their JOEL microscopes(2). Description The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The contractor shall provide preventive maintenance services for JEOL Microscopes Contractor to provide all labor, material and equipment to provide preventive maintenance(PM) for government owned 1.) JEM-200CX Electron Microscope, and SEG (Side Entry Goniometer) & 2) JEM-1200EXII Electron Microscope, SEG (Side Entry Goniometer) and SQH (Quick Change Specimen Holder) for the period of performance. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. Contractor shall: · Perform up to a maximum of two (2) regular preventive maintenance (PM) inspections for both Electron Microscope systems during the contract period. These visits shall be imitated by the customer to insure a mutually satisfactory preventative maintenance plan · PMs are not to be combined with service calls · Have technically qualified factory trained personnel shall perform service. · Perform work on the instrument at the contractor’s discretion to assure long-term performance and reliability. Malfunctioning systems will receive corrective service at this time. · Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. · Have all equipment operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. · Provide emergency repair services on an unlimited basis during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal working hours, 08:00 am through 05:00 pm, Monday thru Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall within forty-eight (48) hours furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for scheduled PMIs. All components determined by the contractor to be defective will be replaced without charge with the following exceptions, where applicable: filaments, movable and fixed apertures, scintillators, x-ray crystals, fluorescent screens, Xenon counters, detectors, lead glass, proportional counter windows, camera film boxes, burnt CRTs, Wehnelt assemblies, consumables, specimen exchange tools, and specimen holders (unless specified). The contractor reserves the right to use refurbished and/or rebuilt parts and materials at it's sole discretion in the repair and maintenance of the JEOL instrument.
