Description
The purpose of this announcement is to obtain market research, for planning purposes only, regarding interested vendors/contractors who are capable of providing up to two (2) Amphibious Water Scooper Aircraft (AWSA) services for wildland firefighting in 2015 thru 2020. AWSA use is focused on initial attack or large fire support in moderate to rough terrain. Use will be highly variable depending on seasonal fire activity but is estimated to average around 250 hours per year. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. Response to this RFI will not be returned. The information provided may be utilized by the US Forest Service in developing an Acquisition Strategy and Statement of Work. The information resulting from this RFI may be included/combined with other submissions in one or more options considered in the analysis of alternatives. Any proprietary information that is submitted may be used in establishing requirements but specific information will be safeguarded as proprietary. Primary Point of Contact: Kellen Logan, Contracting Officer klogan@fs.fed.us 208-387-5361 Technical Point of Contact: Vince Welbaum, Aviation Management Specialist vwelbaum@fs.fed.us 208-387-5634 Generic Requirements: -Up to two (2) aircraft with a minimum tank capacity of 1,600 U.S. gallons each. -Payload of 1,000 U.S. gallons of water with 3 hours and 30 minutes (3.5 hours) of fuel at 3,000 feet pressure altitude and 25 degrees Celsius. -Cruise airspeed of at least 180 knots true airspeed at 10,000 feet pressure altitude and ISA, empty tank. -Endurance of four (4) hours at maximum cruise power, optimum altitude, standard temperature with a 45-minute reserve. -Have been 14 CFR Part 25 Type Certificated in the Standard or Restricted Category by the FAA for the Water Scooping Firefighting mission. -Have current OEM created, FAA approved maintenance/inspection program, Instructions for Continued Airworthiness (ICAs) and Airworthiness Limitations Section developed using MSG-3 process guidelines for the baseline and Water Scooper Firefighting mission, and be in compliance with all inspections, inspection intervals and life limits. -Have FAA approval for all modifications and alterations of the aircraft. -Equipped with an Operational Loads Monitoring (OLM) System that has been approved by the US Forest Service. -Sufficient flight crews to provide seven day coverage while in use. -Capable of meeting Interagency Airtanker Board (IAB) requirements as a multi-engine Amphibious Water Scooper Aircraft (AWSA. -Ability to launch on fires in less than 20 minutes. -Capable of operating from a 5,000 foot gravel runway. -Multiple Turbine Engines. Vendors who respond to this Request for Information (RFI), are requested to provide all of the following information, in writing, in response to this announcement and in accordance with the directions below: 1. Company name. 2. Company mailing address. 3. A Company Point of Contact (One person's name, telephone number and e-mail address). 4. Company's size standard (ie. Large, Small, Veteran Owned, etc.) based on NAICS code 481212. PROVIDE ANY OTHER PERTINENT INFORMATION RELATING TO THIS RFI THAT WILL ASSIST THE GOVERNMENT IN ADJUSTING THE CURRENT SPECIFICATIONS FOR A FOLLOW-ON SOLICITATION Submittal of Information: The U.S. Forest Service intends to utilize the RFI responses/information to assist with the development of a solicitation for an AWSA RFP. At the present time, the U.S. Forest Service anticipates posting a solicitation for up to two AWSA to the Federal Business Opportunities (FBO) website (www.fbo.gov) by late March 2015. The current plan to start performance for the anticipated procurement is mid-August 2015.
