2015 TALOS Optics RPE NDA 2015 United States Special Operations Command (USSOCOM) Tactical Assault Light Operator Suit (TALOS) Digital Optics Rapid Prototyping Session A. INTRODUCTION: This notice is NOT a Broad Agency Announcement, solicitation for proposals, proposal abstracts, or quotations. USSOCOM will host the 2015 USSOCOM TALOS Digital Optics Rapid Prototyping Session to continue collaboration with Government, Academia, and Industry representatives on USSOCOM's TALOS vision. TALOS is a USSOCOM Science and Technology (S&T) thrust to advance the state of the art in warfighter protection and augmentation focused on minimizing the risk to Special Operations Forces (SOF). The primary objective of this session is to provide a forum for Industry and Academia to collaborate by conducting a technical working session to create prototype digital optics concepts with the TALOS Team and other Government organizations to meet the technology objectives of USSOCOM's TALOS. Business proposals will not be entertained at this session. The 2015 USSOCOM TALOS Digital Optics Rapid Prototyping Session will be unclassified; however, all attendees consent to search for contraband, weapons, recording devices, etc. B. Event Specific Information: The 2015 USSOCOM TALOS Digital Optics Rapid Prototyping Session is a forum for Government, Industry, and Academia to collaborate on digital electro-optic TALOS prototype design concepts to meet the technology objectives. The goal of the event is to develop two detailed digital optic system designs including a Level 3 drawing package. The design will be substantiated by supporting engineering analysis to validate the concepts developed during the event. The (3) three-day event will occur in the Tampa Bay area and focus on the following areas at a minimum: 1. Situational Awareness (SA) 2. Individual soldier combat ready displays 3. Imagery transfer technology 4. Data fusion Dates: 3-5 March 2015 C. Attendees: Desired attendees are creative engineers, scientists, designers, and technicians currently working on advanced electro-optical systems. Minimum Qualifications: 1. Bachelor's degree in Engineering, Physics, Computer science, Mathematics or related disciplines; and 2. Six years of experience designing, analysis and prototyping electro-optical systems with consistent active project experience in these fields over the past five years. Preferred Skills: 1. Proficient computer skills with design software (e.g, Matlab, Mathcad, Solidworks) D. The Government will make all efforts to ensure Government personnel do not misuse IP that is clearly and appropriately marked in writing. All attendees shall execute non-disclosure agreements (previous NDA will not be valid for this event) (example attached), and contractor-to-contractor agreement(s) to protect Intellectual Property (IP) discussed with other non-US Government attendees. All TALOS Digital Optics Rapid Prototyping Session participants shall assume that IP they release during the three day event is in the "public domain," and can be incorporated into drawings, technical packages, etc... and be further disseminated without restriction Lessons learned by USSOCOM from these events may be broadly disseminated but only within the Government. Any concepts, discussions, inventions, or other IP discussed, generated or otherwise employed at this event can be further disseminated by the Government without cost or restriction. E. Registration: Highly qualified candidates should register early as space is limited to 30 individuals. The 2015 USSOCOM Digital Optics Ideation Session registration site will become available by 10 February at the following website: http://www.socom.mil/sordac/Pages/RPTALOSreg.aspx   Registration requirements: 1. Résumé or curriculum vitae as applicable 2. Completed non-disclosure agreements for all attendees Registration will officially close at 1630 Tampa Time on 20 February 2015. Once your registration has been submitted, those officially approved to attend will receive a confirmation via email on or before 1630, 26 February 2015. Non-Government participants who fail to provide documentation by closing on 20 February 2015 will be disqualified from registration. Approved attendees are responsible to coordinate their own lodging and transportation requirements at their own expense. Once individual registrations have been approved, attendees will receive additional administrative requirements for attendance and other event details via e-mail no later than 26 February 2015. USSOCOM shall provide venues, supporting infrastructure at no cost to attendees. The venue will only provide basic access to facilities and infrastructure. F. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): The Government does not intend to award a contract on the basis of this notice the TALOS Digital Optics Ideation Session or to otherwise pay for the information provided at this event. All participation and responses associated with this collaboration session will be treated as information only. It shall not be used as a proposal from the participants, but may be provided as Government Furnished Information (GFI) in subsequent acquisition efforts. As such, participation in this event may subject participants to Organizational Conflicts of Interests (OCI) in future TALOS efforts.
