Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kongsberg Underwater Technology of 19210 33rd Avenue West, Lynnwood, Washington 98036, for the Southwest Fisheries Science Center (SWFSC) for a Multimode Multibeam Sonar Head and accessories with Wide Band Transceiver complete with software. The Government aims to survey fish and estimate sizes and species in shallow water canals by purchasing and using a M3 Multibeam sonar system. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA)) requirement for SWFSC. Kongsberg Underwater Technology, Inc. is the only known manufacturer of a high-frequency Multimode CHIRP Multibeam Sonar System. The M3 Multibeam provides wide band width CHIRP signals (500 kHz center frequency) to provide 1 cm range resolution, 120 deg. Field of view, 1.6deg. angular resolution; and imaging and profiling modes. We know of no other echosounder which features continuous wide band performance with real-time target identification, tracking, and spectral characterization. Kongsberg Underwater Technology, Inc. is the only known manufacturer of Wide Band Autonomous Transceiver (WBAT) with selected frequency from 10 - 500 kHz. Which includes with delivery; WBAT software, lithium battery (128Ah, and case. And provides the following specifications: Depth rating -750m. Length 166cm, weight 30 kg (water - 12kg). ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
