************************ ANNOUNCEMENT AMENDMENT 02************************ The GSS Draft RFP notice is being amended for the following purposes: (1) to provide industry questions and Government responses in relation to the GSS Draft Request for Proposal (RFP) posting; (2) to provide details pertinent to the GSS Industry Day, to be held on 11 FEB 2015, regarding instructions on vendor presentations (if applicable); and (3) to provide anticipated Government questions that will be posed of each vendor in the one-on-one sessions. 1) Nineteen industry questions were posed in response to the GSS Draft RFP. In response, as an attachment to this notice, the Government has provided two documents: a. Industry questions with Government responses (Word format) b. Sample Ballistic Table Format (Excel format) 2) The following instructions are specific to the vendors who may choose to make a formal presentation of their potential GSS solution during the GSS Industry Day one-on-one sessions with the Government. a. If applicable, vendor presentations can be contained on CDs or on vendor laptops. Data contained on thumb/jump drives cannot be accessed by Government systems. The presentations will run from either Government equipment (with a vendor-supplied CD) or from vendor-supplied laptops via a VGA cable. If you would prefer to email your presentation prior to the event, the Government will run the presentation from a Government laptop. b. Vendor sighting system hardware is permitted for demonstration purposes. Weapons will not be allowed on Picatinny Arsenal. 3) The Government has prepared a list of questions to pose to vendors who have registered to attend the one-on-one sessions. Vendors not participating in the one-on-one sessions have the ability to provide responses to these questions in writing, by emailing the questions with responses to: Holly Gregg, holly.c.gregg.civ@mail.mil, no later than 18 FEB 2015. a. What would you consider your Technical Readiness Level (TRL), and are you capable of meeting all of the GSS requirements now? b. What are the highest risk technical requirements in relation to your current system? c. What sets your system apart? d. What experience do you have testing human factor considerations when developing a system, and how will you ensure the user can meet the engagement time requirement for all users (i.e. 5th-95th percentile, left and right handed, etc.)? e. Can you confirm that you have registered and are active within the System for Award Management (SAM)? An active entity record is mandatory for contract award. f. Can you confirm that you have an active and valid (e.g. completed and signed) approval through the U.S./Canada Joint Certification Office? Upon contract award, the awardee(s) will need access to controlled distribution documents (e.g. M320A1 Operator's and Technical Manuals, M320A1 Grenade Launcher Firing Tables) and will need to be approved to receive the data. A valid DD Form 2345, with U.S./Canada Joint Certification Office is mandatory for receipt of controlled distribution documents in support of the GSS program. g. If you are a foreign vendor, or anticipate using foreign subcontractors, can you confirm that you have an active and valid export license? Upon contract award, the awardee(s) will need access to controlled distribution documents (e.g. M320A1 Operator's and Technical Manuals, M320A1 Grenade Launcher Firing Tables) and will need to be approved to receive the data. A valid export license is mandatory for receipt of controlled distribution documents in support of the GSS program. h. What are your (current/expected) cost drivers? Long lead items? ************************ GSS DRAFT RFP ANNOUNCEMENT AMENDMENT 01 ********************** The GSS Draft RFP notice is being amended to include information and one attachment in support of a pre-award survey checklist. For informational purposes only and in consideration of anticipated Cost Plus Fixed Fee (CPFF) contract line items, the Government is providing a checklist to help potential Offerors understand the requirements to meet an approved accounting system. FAR 16.301-3 states that a Cost Reimbursement type contract may be used only when the contractor's accounting system is adequate for determining costs applicable to the contract. If no information is available in the files to make this determination, a Pre-award Survey of Prospective Contractor's Accounting System, under Standard Form (SF) 1408, can be requested from the Defense Contract Audit Agency (DCAA). A checklist is being provided as a courtesy so that potential Offerors can ensure they understand the requirements of the SF 1408 and ensure they are prepared for a potential DCAA accounting system audit. The following document has been added to the supporting documents for the release of the GSS DRAFT RFP: 1) Pre-Award Survey of Prospective Contractor Accounting System Checklist (PDF format) ************************ GSS DRAFT RFP ORIGINAL ANNOUNCEMENT ************************ This is a DRAFT Request for Proposal (RFP) for the Grenadier Sighting System (GSS), issued under solicitation number W15QKN-15-R-0005. This notice is for planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. The purpose of this industry day is to exchange information to improve the understanding of Government requirements by industry, and to improve Government knowledge of industry capabilities. The Government intends to use this forum to better refine its requirements, not to elicit trade secrets. This announcement should be not construed as a commitment by the U.S. Government. Offerors are directed to NOT submit proposals at this time. The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ, in support of the Program Manager Soldier Weapons, has a requirement for the Grenadier Sighting System (GSS). The GSS will replace the previously fielded day/night sight to the M320/M320A1 Grenade Launcher Module (GLM). The GSS will address the capability gap within forces to effectively engage targets, from 100 to 350 meters during day and 100 to 200 meters at night, with the M320/M320A1 GLM. This GSS DRAFT RFP is issued under a Full and Open Competition. The Government intends to award a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a short term advanced developmental effort, with a down-select to a single vendor for production. Best Value, Trade-off procedures will be used for the GSS procurement, in accordance with FAR 15.101-1. The Government will select for award the proposal(s) that is most advantageous and represents the best value to the Government. Vendors may address any comments, questions and/or concerns on the GSS Draft RFP, Draft GSS Purchase Description (AR-PD-176), the intended GSS candidate system and any other topics related to the GSS. Comments, questions and/or concerns should be submitted by 26 JAN 2015. OVERVIEW The Project Manager Soldier Weapons (PM SW) will be hosting a Grenadier Sighting System (GSS) Industry Day on ****11 February 2015 (REVISED DATE)****, at Picatinny Arsenal, New Jersey. This notice is for planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. The purpose of this industry day is to exchange information to improve the understanding of Government requirements by industry, and to improve Government knowledge of industry capabilities. The Government intends to use this forum to better refine its requirements, not to elicit trade secrets. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The Government does not intend to award a contract on the basis of this Industry Day. Offerors are directed to NOT submit proposals at this time. NOTE: The Government will not be responsible for any expenses incurred by a vendor's decision to participate in the GSS Industry Day. All travel and other associated costs are to be assumed by the interested vendor. INDUSTRY DAY FORMAT The GSS Industry Day will start at 8:00 am Eastern on ****11 February 2015 (REVISED DATE)****, with check-in beginning at 7:30 am. A general session for all interested vendors is tentatively scheduled for the morning. During the morning session the Government plans to cover the following: 1)GSS Requirement 2)Draft RFP A draft RFP and updated draft GSS Purchase Description (AR-PD-176, new document) is anticipated for release in ****12 January 2015 (REVISED DATE)****, which may include an overview of the intended contract strategy, the supplies intended for procurement, the Statement of Work and proposal information (e.g. instructions to industry and evaluation factors for award). The general session will be followed by one-on-one sessions with interested vendors in the afternoon. Each one-on-one session will be approximately thirty minutes long. Vendors may address any comments, questions and/or concerns on the draft GSS Purchase Description (AR-PD-176), the draft RFP, the intended GSS candidate system and any other topics related to the GSS. Participants will receive their scheduled timeslot when they check-in on the morning of ****11 February 2015 (REVISED DATE)****. All vendor information will be treated confidentially and discreetly. No sales pitches will be allowed from industry, or giveaways. No cameras, tape recorders or other reproduction devices will be allowed. Vendor hardware is permitted for demonstration purposes. Controlled distribution documents (e.g. M320 Technical Manuals, M320 Grenade Launcher Firing Tables) will not be discussed during the GSS Industry Day. INDUSTRY QUESTIONS Participants are encouraged to review the previously released Market Surveys, draft RFP, and draft Purchase Description (AR-PD-176). The Government encourages submissions of any questions/comments/concerns by ****26 January 2015 (REVISED DATE)****, to allow for discussion/response at the GSS Industry Day. Any request for a substitution of personnel must be received no later than 48 hours in advance of the scheduled Industry Day and is subject to approval by the U.S. Government. In the event of inclement weather, please check the Picatinny website, www.pica.army.mil, for the status of delayed opening or closure. All visitors will be required to check-in first at the Picatinny Arsenal Visitor Control Center building, located outside the Main Gate. The Visitor Control Center opens at 7:00 am. Visitors will need to show a photo identification (passport for foreign individuals) and proof of vehicle insurance/registration at Visitor Control, after which temporary badges and vehicle placards will be provided. Temporary badges must be displayed at all times while on the installation. Upon completion of the visit, all visitors must return their temporary badges to the Visitor Control Center, or with the gate guard(s). All vehicles entering the base will be subject to a full search for prohibited items and contraband. Prohibited items include: weapons; ammunition; drugs; alcoholic beverages; photographic equipment; and recording devices. These items will be confiscated and violators cited by the Picatinny Police. Upon entry to Picatinny Arsenal, proceed to Building 9, Phipps Road, Picatinny Arsenal, NJ 07806. Access the Building 9 Army Contracting Command - New Jersey (ACC-NJ) overhang, where a Government representative will meet you. Once visitors enter the ACC-NJ premises, they must be escorted at all times within the building. The check-in and general session of Industry Day will occur in the Building 9 Training Facility. LETTER TEMPLATE COMPANY LETTERHEAD DATE OF REQUEST LETTER To: Commander US Army ACC, AMSCC-IS Attn: ACC Foreign Disclosure Officer Building 3334E Redstone Arsenal, AL 35898 The purpose of this letter is to request that FULL NAME(S) OF VISITORS, WITH DATE OF BIRTH AND PLACE OF BIRTH, visit US Army ACC at Picatinny Arsenal, NJ, on January 28, 2015, to attend the Grenadier Sighting System (GSS) Industry Day. Our visitor(s) will be meeting with Holly Gregg, Contract Specialist, Army Contracting Command - New Jersey Soldier Weapons Center (ACC-NJ-SW), 973.724.3214 (office), holly.c.gregg.civ@mail.mil (email) and 973.724.5904 (fax). The position of the visitor(s) and title is STATE POSITION AND TITLE OF EACH VISITOR. Attached are copies of the visitor's passport (SCANNED COPY OF FRONT AND BACK OF PASSPORT) and nationality identification (SCANNED COPY OF FRONT AND BACK OF INS DOCUMENTATION/GREEN CARD). We understand that our visitors must have their passport as the primary form of identification for the date(s) of the visit to ACC-NJ at Picatinny Arsenal, NJ. All visitors are required to process through the Installation Visitor Control Center. All visitors will receive a temporary badge that must be displayed at all times while on the installation. Upon completion of the visit, all visitors must return their temporary badges to the Installation Visitor Control Center. For the auspices of this visit request, we fully understand that our visitors are not authorized to bring their privately owned vehicles onto Picatinny Arsenal. Our visitors must be escorted at all times by US Army ACC personnel while visiting Picatinny Arsenal and ACC-NJ. Failure to comply with the instructions set forth in this letter may result in a misconduct report to be filed with Installation's Police Department. We have also included a copy of the work identification document that certifies the visitors are employed by our company (SCANNED COPY OF WORK IDENTIFICATION CARD/EMPLOYMENT VERIFICATION). I understand that NAME OF COMPANY VISITOR'S ARE EMPLOYED BY will assume the full responsibility of the conduct of all visitors while visiting US Army ACC.
