- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. : In response to the National Oceanic and Atmospheric Administration Fisheries 2010 Federal Columbia River Power System (FCRPS) Supplemental Biological Opinion (BiOp), the U.S. Army Corps of Engineers (USACE) and U.S. Bureau of Reclamation (Reclamation) have continued to enhance existing and develop new water temperature models for the main stem Columbia River and Lower Snake basin to quote mark better assess the effect of operations and flow depletions on summer temperatures. quote mark Water temperature models have been developed that employ the CE-QUAL-W2 (Version 3.6) and HEC-RAS (Version 4.2) models. CE-QUAL-W2 is a widely accepted water quality and hydrodynamic model for rivers, estuaries, lakes, reservoirs and river basin systems. CE-QUAL-W2 simulates basic eutrophication processes such as temperature, nutrient, algae, dissolved oxygen, organic matter and sediment relationships. HEC-RAS is also a widely accepted software application and is used primarily to simulate steady and unsteady river profiles but has the capability to simulate sediment transport and water temperature within a reservoir or river reach as well. The water quality module (WQNet) of HEC-RAS is based on the CE-QUAL-RIV1 model. HEC-RAS-WQNet has been deployed to model water temperature, and it is undergoing development to allow simulation of numerous other water quality parameters.
