Description
The Naval Air Systems Command intends to award a fixed price sole source delivery order under Basic Ordering Agreement N00019-14-G-0019 to procure the NRE and recurring engineering for obsolete part redesign for the OCP and EJP with Lockheed Martin Mission Systems and Training, Owego, NY. The anticipated effort will be awarded on a sole-source basis to Lockheed Martin in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," because Lockheed Martin is the current manufacturer of the WRA in the MH-60 and this effort is not replacing the entire WRA, but performing a Form Fit Function of items within the WRA. Therefore Lockheed Martin is only company with the necessary data and capability to perform these efforts for the MH-60 program in a cost effective and timely manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
