- Pre-Solicitation Notice: Expediting Services for U.S. Mission personnel at the Baghdad International Airport PURPOSE This is a Pre-Solicitation Notice only. Contractors are requested to read the below requirements. No responses are requested by this notice. The U.S. Embassy Baghdad issues this notice with the intent of giving an opportunity to all interested parties to appropriately prepare for the anticipated Request For Quotation (RFQ). This is not a request for quotation; this is a or pre-solicitation notice only. No award will be made on the basis of responses received to this notice. BACKGROUND The U.S. Embassy - Baghdad Diplomatic Support Center (BDSC) has a requirement for a Meet & Greet service to expedite U.S. Mission personnel at the Baghdad International Airport (BIAP) with an expectance that the contract will be in effect no later than June 03, 2015. PROPOSED CONTRACT ACTION The Contractor shall provide the services as described herein to meet the mission requirements of the U.S. Embassy Baghdad. Accordingly, the U.S. Embassy - Baghdad Diplomatic Support Center (BDSC) plans the issuance of the following solicitation (RFQ): 1. RFQ reference number: SIZ120-15-Q-0002 2. RFQ Title: Expediting Services for U.S. Mission personnel at the Baghdad International Airport 3. RFQ issuance date: February-March 2015 4. RFQ issuance method: Publicizing on the U.S. Embassy web site at http://iraq.usembassy.gov/gso_procurement.html, and FBO (www.fbo.gov). All responsible sources holding appropriate permits may submit a proposal in response to the RFQ, to be considered by the U.S. Embassy - Baghdad Diplomatic Support Center (BDSC). 5. RFQ response date: To be determined. 6. Award date: To be determined 7. Award type: Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract. 8. Award procedures: In accordance with FAR 15.3 Source Selection. 9. Duration of contract period: Base period of twelve months plus 4 (four) option years from a Notice to Proceed. 11. Place of performance: Baghdad International Airport (BIAP), Iraq. 12. Special contract requirements: a)Contractor shall possess all permits, licenses, and any other appointments required for the prosecution of work under this contract. b)Contractor shall possess or be able to obtain the Baghdad International Airport (BIAP) badges required to perform under the contract. U.S. Embassy-Baghdad does not provide any support in obtaining the badges. Interested parties are reminded that information furnished hereunder may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the U.S. Embassy Baghdad determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
