- The Naval Sea Systems Command, Naval Undersea Warfare Center Division, Code 02, Newport, RI intends to procure on an other than full and open competition basis Underwater Explosion (UNDEX) shock qualification test for OE-538 and OE-538A masts mounted in a Universal Modular Mast (UMM) system using a submarine sail test fixture. The Contractor shall execute a (5) shot UNDEX test using the Submersible Undex Test Vehicle (SUTV) in accordance with an approved test procedure provided by the government. The Navy intends to enter into negotiations for a Firm Fixed Price (FFP) contract with a one year period of performance. Naval Surface Warfare Center (NSWC) Philadelphia code 6690, the technical authority for approval of submarine shock qualifications, has mandated that Underwater Explosion (UNDEX) testing of the OE-538 and OE-538A antenna systems can only be performed on a Submersible Test Platform (SUTV), a specialized test fixture that represents the submarine sail. Hi-Test Laboratories of Arvonia, VA is the only HUBZone Small Business capable of executing this test due to their specialized test facility. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(5)and HUBZone Act of 1997-15 U.S.C. 657a as implemented by FAR 6.302-5(b)(5), acquisition be made from a specified source or through another agency. This notice of intent is not a request for competitive proposals; however, any interested parties believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Requests for the solicitation shall be submitted to the contracting office and reference solicitation number N66604-15-R-1136. All responsible sources may submit a proposal, which shall be considered by the agency. Additional information will be provided with the release of Solicitation #N66604-15-R-1136 Award is anticipated in 2 nd quarter FY 2015.
