Description
Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Bell-Boeing Joint Project Office (BBJPO), Amarillo, TX for the procurement of design, development, testing and initial production of Integrated Avionics Processor (IAP) and Digital Transfur Unit (DTU) Operational Test Program Sets (OTPS) in support of the V-22 Aircraft IAP Weapon Replacement Assembly (WRA). There will be an option for production units. A full military logistics data package will be required for each production OTPS. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. BBJPO is the designer, developer, and Original Equipment Manufacturer (OEM) of the V-22 Aircraft and is the only known source to have sufficient technical data to fulfill this requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price and a cost plus incentive or fixed fee type contract.
