- RFI and Draft Requirements The Federal Bureau of Investigation (FBI) is issuing this Request for Information (RFI), as defined in FAR 15.201(e). The Government is requesting information regarding the availability and capability of those companies who can provide equipment and services to meet the FBI's interview recording management system requirement. This RFI includes a draft of the system requirements and evaluation criteria. The information received as a result of this request will serve as a market and technology survey to assist the FBI in its development strategy for the requirements identified in this notice. A. OBJECTIVE The objective of this RFI is to identify systems that include: 1. A system that will capture, catalog, preserve, secure, share (as permitted), monitor (live), and view (playback), interactions between interviewers and interviewees as high quality audio and video with customized metadata. 2. Proven and tested equipment that will ensure optimal high quality video and audio when recording/monitoring interviews. 3. A distributed system such that all geographic locations can function together as a single entity, yet of which each can function independent of the whole in the event of a long-term network disruption. 4. Sound quality which will allow clear audio pick-up in all situations to include: a. When the interviewee is not facing the interviewer; b. When the interviewee is speaking in a low voice; c. When the interviewee is speaking during transport; d. When the interviewee is speaking to the body worn recorder. 5. Image quality that will allow the review of facial expressions. a. Image quality capable of 24 pixels between eyes of subject at a distance of 20 feet, while maintaining field of view. Images must be derived from the optical capability of the cameras and not the digital enhancement of the software. A full copy of this RFI is attached. DISCLAIMER There is no commitment by the Government to issue a solicitation as a result of this RFI. The Government is not at this time seeking proposals and will not accept unsolicited proposals. This is being issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Responses may be evaluated by Government technical experts drawn from staff within the FBI and/or selected support contractor personnel. Support contractors will be bound by appropriate non-disclosure agreements to protect proprietary information. By submitting information in response to this RFI, vendors are agreeing to voluntarily allow the Government to share the information they submit with the FBI's support contractors who are, or will be, covered by a non-disclosure agreement. Proprietary information, if any, should be minimized and must be clearly marked. Responders are encouraged to avoid use of excessive marketing lexicon; submission of fancy brochures; and other unnecessary sales literature. The group reviewing responses may seek further clarification from respondents. This clarification may be requested in the form of brief verbal communication by telephone, written communication, or electronic communication. In addition, RFI respondents may be invited to present a demonstration to the reviewing group.
