Description
. DEPARTMENT OF VETERANS AFFAIRS (VA) IS SEEKING EXPRESSIONS OF INTEREST FOR OFFICE SPACE IN SILVER SPRING, MD Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address United States Department of Veterans Affairs (VA), Office of Construction & Facilities Management (003C4A), 425 I. Street, NW, Room 6E505L, Washington, DC 20001 Requirement: The Department of Veterans Affairs (VA) Construction and Facilities Management (CFM) Regional Office currently occupies office space at 8380 Colesville Road, Silver Spring, MD 20910. The lease contract expired on November 30, 2014 and VA is conducting a competitive procurement for approximately 8,554 net usable square feet (NUSF) of office space. VA will consider alternative space if economically advantageous. In making the determination for lease award during the solicitation phase of this procurement the VA will consider, among other things, the costs incurred through relocating, such as physical move costs, replication of tenant improvements and IT/telecommunications infrastructure. Existing Space: Space in an existing building must be located on no more than two (2) contiguous floors and all space on each floor must be contiguous. If space offered is on two floors, a total of four elevators, including a minimum of three passenger elevators and one combination (passenger/freight) elevator must be provided. NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with Americans with Disabilities Act and meet security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Parking Requirement: VA requires on-site parking for a minimum of 20 employee vehicles which shall be fully compliant with local laws, rules and regulations. Lease Term: VA requires a lease term of up to 10 years. Offerors will be required to provide two lease options; 1) a 10-year firm term and 2) a 5-year firm term with one 5-year renewal option. Delineated Area: The building must be within the following delineated area: A half (1/2) mile radius of the downtown Silver Spring, MD Metro and MARC station. Properties with direct frontage on the boundary lines of the delineated area will also be considered. The following map is provided for further clarification of the boundaries of the delineated area. Submission Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA's assessment of your building depends on the information you provide. VA reserves the right to eliminate a property that fails to comply with the requirements herein. Expressions of Interest must be submitted in writing for each building offered and should include the following information at minimum as appropriate (This is not a solicitation): (1)Building Name, Address and Age, and (2)Locational map demonstrating the building is within the delineated area, and (3)Description of ingress/egress to the building, and (4)A statement that the building is currently zoned for office use, and (5)FEMA map evidencing that the property lies outside the 100-year floodplain, and (6)A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes, and (7)Name of the owner, evidence of ownership/control of the building, and (8)Any information related to title issues, easements and restrictions on the use of the building, and (9)A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction, and (10)Building photographs including an exterior photograph, and (11)Other building tenants, and (12)Total existing gross square feet, and (13)Site plan depicting the building and parking, and (14)Floor plan of proposed space, and (15)Date the space would be available to accept tenant improvements, and (16)Identification of on-site parking to be dedicated for VA's use. If this Expression of Interest is being submitted by an agent of the ownership, provide evidence that the agent is authorized to represent the ownership in this matter. Market Survey: The Contracting Officer will make an initial evaluation to determine if the offered buildings meet VA's criteria as listed within this advertisement. If a building meets VA's criteria, the VA market survey team will evaluate properties as follows: Buildings will be toured and scored as Pass or Fail in accordance with VA market survey criteria.
