Description
The VA Palo Alto Health Care System (VAPAHCS) intends to negotiate a sole source contract with Bitscopic, Inc. The proposed contract action is for one (1) year commercial software licenses for an upgrade of an existing Extract-Transform-Load (ETL) solution and a new bio-surveillance solution for the Healthcare Associated Infection and Influenza Surveillance System (HAIISS). HAIISS is a comprehensive surveillance system that monitors infections associated with: "Intensive care unit (ICU) devices (example: ventilator associated pneumonia) "Surgical site infections (example: coronary artery bypass grafts) "Antibiotic resistance trends "Influenza outbreaks "Bioterrorist events (example: anthrax) "Infectious diseases of public health significance (example: H1N1, West Nile, salmonella) HAIISS utilizes Veterans Health Information Systems and Technology Architecture (VistA) electronic health record (EHR) as the basis of the HAISS Data Warehouse (HDW). The HDW is the foundation application within the HAIISS environment that serves as a repository of integrated data from multiple data sources. These sources include modules from 128 VistA systems, intensive care unit devices, telephone systems, kiosks and other commercial tools. All of the data structures and formats are complex and differ. The data from these sources must be extracted in real-time and made available to the HDW without undue impact on the source data systems. Once data from all its diverse sources has been extracted, HDW is responsible for transforming the extracted data and finally loading the transformed data to downstream data marts. The HDW currently forms two (2) data marts which feed specific data elements directly into two (2) integrated software application systems. The first application system is a Healthcare-associated infections (HAI) surveillance system. The second application is bio-surveillance system. The HDW was built using Bitscopic Data Platform Relational Database Management System (BDaP RDBMS) version 1.0. It is a data processing platform that handles extraction of data from a number of sources. It then processes, transforms and publishes or loads the data into the HDW and the HAI surveillance system and the bio-surveillance system. The VAPAHCS intends to negotiate a sole source contract with Bitscopic, Inc. for its ETL follow-on solution called BDaP version 1.5 and a new bio-surveillance solution called Praedico. This sole source action is in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet these requirements or provide an equal product may give written notification to the Contracting Specialist for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses are due by February 13, 2015 at 4:30 PM PST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be e-mailed to gary.basile@va.gov. No telephone responses will be accepted. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
