- LSJ FY15-0082, 1-30-15 BPA: HSCEC7-09-A-00002 was awarded on July 17, 2009, with a performance start date of August 1, 2009 for PSO services throughout the State of New Mexico. Previously in accordance with FAR 8.405-6(a)(1)(i)(B), 'Limited Sources' and approved Limited Source Justification FY14-0381 dated September 26, 2014 a four month extension of services was awarded by modification to GSA FSS BPA: HSCEC7-09-A-00002 awarded to J. Diamond Group, Inc. under contract GS-07F-0305L. Armed PSO services under this extension will end on January 31, 2015. Due to complexities encountered to date in awarding the follow-on contract such as recent transitions from the Region which will require FPS to provide additional training and adjudications there is a need to ensure uninterrupted security service coverage. As such, the existing BPA will be extended for two (2) additional months and a subsequent bridge contract will be established for six (6) more months under the incumbent's contractor's General Service Administration (GSA) Federal Supply Schedule (FSS). This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, 'Limited sources justification and approval.' The proposed 2-month BPA extension is to acquire continued PSO services from February 1, 2015 through March 31, 2015 at an approximate value of $5,266,587.30. In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstance restricting competition for this acquisition is there is only one source capable of providing the supplies or services required at the level quality required because the supplies or services are unique or highly specialized. The Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to secure on a limited source basis continued Protective Security Officer (PSO) services at various locations throughout the state of New Mexico until award of a competitive follow-on contract is made and completed. The 2-month extension followed by a subsequent, 6-month bridge contract shall allow the Government the necessary time to conduct discussions, adequately document its source selection, issue the award and allow for the 120-day transition. This LSJ is to acquire continued PSO Services from J. Diamond Group, Inc.
