- a. NOTICE NUMBER : HHS-NIH-NHLBI-CSB-SS-(HG)-2015-076-RSF b. TITLE: Illumina Reagents and Consumables c. "This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement." d. INFORMATION: 1. Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability The NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequence analysis. The NIH and NISC have a number of Illumina HiSeq Systems, MiSeq Systems, Genome Analyzers and other Sequencing Systems. These are proven platforms for genetic analysis and functional genomics. These instruments' parallel sequencing technology leverages clonal cluster formation and proprietary reversible terminator chemistry to give it the speed and reduce the cost of large- scale sequencing to generate billions of bases of high-quality DNA sequence per run. lllumina Sequencing technology also provides an easy-to-use protocol that does not require emulsion PCR which allows for a self-contained system that minimizes handling errors and contamination concerns, eliminating the need for clean rooms. NIH researchers use these platforms to investigate an ever- growing variety of genomics questions. Illumina's offering of instrument models gives individual investigators access to the technology at the benchtop and for larger projects, through centralized large-scale sequencing centers, such as NISC. All of the sequencers accept libraries constructed in the same way and with the same reagents. The NIH also has numerous Illumina BeadArray-based Genotyping Systems that inform about copy number variation, gene expression, DNA methylation, in addition to genotypes. The BeadArray technology provides a fast and inexpensive way to access large-scale genomic data. 2. Purpose and Objectives: The purpose of this contract is to supply reagents and consumables to the National Institutes of Health (NIH) community for use in the operation of NIH- owned lllumina sequencing and genotyping systems such as, HiSeq Systems,) MiSeqSystems, Genome Analyzers,) BeadArray TM Systems, and) iScan Systems. Each of the lllumina systems requires the use of reagents and consumables to ensure efficient operation and the desired outcomes of the operating systems. Reagents are chemicals and enzymes used to perform an assay or sequencing methodology. These include Library Preparation Kits, Cluster Kits, Enrichment Kits, Sequencing Kits, Custom Oligo Pools, Standard Oligo Pools and Reagent Kits. Consumables are all Arrays, Custom Arrays, Flow Cells, and accessories, which are used in the sequencing or genotyping process. 3. Project Requirements: The Contractor shall supply all reagents and consumables on an as needed basis as requested by individual delivery order to the National Institutes of Health, Institutes and Centers delivery locations. All reagents and consumables shall be compatible with, and optimally perform in the lllumina-based systems. The Reagents and Consumables shall support the installed and future set of lllumina Systems being utilized at the NIH and NISC, and shall also provide for the following: • Must be able to produce up to 1 Tb (terabase) high quality bases per run. Because of frequent advances in technology it is expected that all reagents and consumables must be able to produce the latest throughput of high bases quality bases per run. • Must offer equipment that supports a range of user skill sets and throughputs, from individual users to large-scale centers. • Must be able to use a minimal amount of input for library construction; as low as 50 ng DNA or 100 ng RNA. • Preparation time for libraries to load on the sequencer should take less than a day. • Straightforward protocols that require no beads or emulsions. 4. Anticipated Period of Performance September 1, 2015-August 31, 2020 5. Capability Statement /Information: Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a. Resellers of Illumina manufactured reagents and consumables are requested to submit evidence of their authorization agreement, in addition to, a general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b. Information in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the North American Industry Classification System (NAICS) code: 334516, All Other Professional, Scientific and Technical Services, small business size standard is 500 Employees. d. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. 6. Other important Considerations : None 7. Submission Instructions: a. Page limitations:. The capability statement shall not exceed 10 single-sided pages (including all attachments, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. b. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. c. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Rashida Ferebee, Contract Specialist, at ferebeers@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by February 23, 2015, 7:30 AM, EASTERN TIME under Solicitation Number: HHS-NIH-NHLBI-CSB-SS-(HG)-2015-076-RSF. FAXES ARE NOT ACCEPTED. d. All responses must be received by the specified due date and time in order to be considered. e. Conclusion: (1) Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. (2) Confidentiality.
