- The purpose of this announcement is to issue a single source award to Adacel Systems (ASI), Inc. of Orlando, Florida, in accordance with AMS Policy 3.2.2.4. The FAA has an urgent requirement to continue maintenance and sustainability of the FAA's existing Tower Simulation Systems (TSS) deployed at various sites throughout the National Airspace System. The FAA requires continued use of the existing TSS in order to ensure up to date and uninterrupted training of Air Traffic Controllers in the air traffic control tower domain. This acquisition does not cover any new TSS purchases, which will be addressed under a separate competitive procurement action. The TSS is a high-fidelity, 3D visual display system that emulates operations at specific airports and is used to train air traffic controllers in a simulated tower environment. It uses voice recognition technology and display systems that show a high-fidelity graphic representation of the airport environment, ground radar, communications, and airport radar system for airborne movements. Each TSS is capable of loading visuals and scenarios for any airport in which a Visual Database (VDB) has been built. The FAA currently has 50 TSSs and 138 airport databases deployed at 32 FAA facilities, to include the FAA Academy in Oklahoma City, OK and the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ. The agency requires a continuation of contract support services to provide maintenance sustainment services and on-site Field Support Representatives (FSR) for TSS. The FAA requires a single source TSS operations and maintenance contract award for the following reasons: a.Time Prohibitive. There is insufficient time to award a competitive operations and maintenance contract at this time. The previous TSS sustainment contract with ASI expired December 31, 2014. It is conservatively estimated that it would require 9 “ 12 months to award a competitive contract that will provide maintenance and sustainability to the FAA ™s existing TSSs. In addition, this contract award is needed to provide the necessary time to prepare the required planning documents and achieve the required approvals to move forward with the procurement of a new long-term competitive TSS acquisition. b.Alternative Source Prohibitive. It is not possible or cost effective for the FAA to utilize other support contracts to obtain the services required for the operation and sustainment of the TSS Program. The FAA does not currently have any other support contracts that could accommodate the hiring and training of personnel to act as TSS Field Support Representatives. Existing support contracts do not address other critical TSS functions such as maintenance support for hardware failures which require the repair and/or purchase of new components and the maintenance of the TSS system software which must be accomplished by software engineers and not Field Support Representatives c.Specialized Expertise: ASI designed, developed, and is the exclusive owner of the MaxSim software currently in use. MaxSim is the operating system software that runs the large screen displays that depict the airport environment from the control tower's viewpoint. It is also the software engine that interfaces with the voice recognition software that turns a controller's voice commands into corresponding pilot actions and verbal responses. This custom proprietary software, specifically designed by ASI, was used to develop the 4,618 TSS training scenarios. As a result, MaxSim software is required to run the scenarios during the training sessions. Due to the proprietary nature of the MaxSim software and because no other vendors have indicated that they have rights or permission for its use, no other vendor can run the scenarios during the training sessions or perform the requisite maintenance upgrades to the existing software suite. Through a market survey conducted December of 2012 the FAA determined that Adacel is the only company that can meet the FAA ™s requirement because of the need for access to ASI ™s proprietary software. This contract award is anticipated to be a Firm-Fixed Price Contract with a period of performance of one year and four, one year option periods.
