- The Federal Aviation Administration (FAA), Eastern Service Area-Atlanta, AAQ -510, has a requirement to provide The FAA contemplates awarding a Firm Fixed Price contract for an initial base period of 1 (one) year with 4 one-year options. The base year period of performance for the contract is April 1, 2015 through March 31, 2016 This Requirement is offered to all qualified responsive concerns and offers will be considered using a tiered order of precedence. A tiered evaluation will be utilized, see section M of the solicitation package. The NAICS code for this acquisition is 561720 Janitorial Services. The small business size standard is $18 million, average annual receipts over the past 3 fiscal years. Note: The site visit will be held on Thursday February 19th at 10 a.m. The site visit location is FAA West Palm Beach Air Traffic Control Tower (ATCT); 3901 Southern Blvd; West Palm Beach, FL 33406. When responding to this Screening Information Request/Request for Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Instructions, Conditions, and Notices to Offerors." Cost proposals are due no later than 3:00 p.m. local time (Eastern Time Zone), Monday March 2, 2015 and may be submitted to FAA, 1701 Columbia Avenue, College Park, Georgia 30337. The proposal must be sealed and labeled as follows: ATTN: Maxine Cross, AAQ-510ATL - SIR DTFAEN-15-R-00038 Proposals may be submitted electronically to Maxine.cross@faa.gov. If you chose to send your offer electronically, we will not be responsible for a failure attributable to transmitting or receiving the offer. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at delivery at the Eastern Service Center-Atlanta. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at Eastern Service Center-Atlanta. To be considered for award of this project, the contractor must be currently registered in the System for Award Management (SAM) database (website: www.sam.gov) This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
