Description
Request For Information (RFI) Academic Detailing Workload Management Platform This Request for Information (RFI) is for planning purposes only and is not a Request for Proposals (RFP), Invitation for Bid (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The Department of Veterans Affairs (VA) Pharmacy Benefits Management (PBM) Academic Detailing Program Office (ADPO) requires a software as a service (SaaS) based Customer Relationship Manager (CRM) solution to track academic detailing work performed by academic detailers across the country. There are multiple Veterans Integrated Service Networks (VISNs) with active academic detailers and others VISNs in the process of program development. A central platform is required to track the details of the academic detailing encounters performed by the academic detailers in each VISN, as well as other non-encounter activities that contribute to the mission of Academic Detailing. This platform must meet the rigorous security standards of VA, and must be cloud-based, self-service, and self-configurable to adjust to changing demands in functionality. This document outlines requirements from the pipeline level through to the project level. The period of performance shall be for one 12-month base period with four 12-month option periods. If interested, please submit a Capabilities Statement, limited to 10 pages for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 541519. Also, please indicate if there are existing contract vehicles through which your product/services may be acquired (i.e. Federal Supply Schedules, Government-Wide Acquisition Contract) and if you, your teammates and/or subcontractors are a service-disabled Veteran- owned small business or a Veteran-owned small business. The Draft Performance Work Statement (PWS) is attached. Responses should also address the following questions: 1)Please describe your current capabilities in managing projects of similar scale and complexity as outlined in the PWS. 2)Please describe your company's current capabilities associated with designing a SaaS capable of capturing workload data in the PWS. 3) Please address your company's current Hosting qualifications for trusted cloud environment. Please provide as much detail on methodology as possible, any information on past performance in this area, protection of information and data, transitioning data to/from the Cloud, customer service/support, availability/performance, and network security. 4)Describe your pricing models and other relevant pricing factors such as consulting, engineering, hardware, virtualization, CPU, memory, storage, bandwidth, Disaster Recovery (DR), and data transfers. Include break points for price changes and prices for transition services. Please include any additional financial information that would be useful in evaluating the cost and determining the suitability of your cloud services. Please include a rough order of magnitude (ROM) for this project. As applicable, provide any additional information on services that the company provides along with a brief description of the approach the firm would take in providing the services contemplated in this RFI.
