- Description
- NASA/GSFC plans to issue an Invitation for Bids (IFB) for the construction of a new Wallops Island Fire Station at Wallops Flight Facility (WFF), Wallops Island, Virginia. The requirement is for 1) Demolition of an existing ~2,000 SF facility that currently resides on the site; 2) Installation of a precast concrete pile footing system; 3) Sitework including asphalt and concrete paving and construction of stormwater retention ponds; 4) Exterior construction consisting of precast concrete panels, glass and metal storefront and curtain wall systems, pre-engineered metal trusses with metal roofing panels, coiling overhead doors and various mechanical and electrical systems to create the ~17,000 SF Fire Station; 5) Interior architectural finishes; 6) Work on a constrained site near established wetlands and with potential delays for scheduled launch activity; 7) LEED Silver documentation and certification as well as enhanced commissioning of the facility before Government acceptance. The potential Contractor shall be required to demonstrate prior LEED and enhanced commissioning experience and capabilities. This acquisition will result in a single fixed price construction contract. The order of magnitude for the procurement is $5,000,000 to $10,000,000 and the effort shall be completed within 450 days after notice to proceed. A bid guarantee, performance bond and payment bond will be required. The NAICS Code and small business size standard for this procurement are 236220 and $36.5M, respectively. This is a new procurement. It does not replace an existing contract. No prior contract information exists. This notice is the pre-solicitation synopsis to the sources sought notice posted under number 4200533004 on November 5, 2014. The anticipated release date of the IFB is on or about February 17, 2015 with an anticipated offer closing date of on or about March 17, 2015. The firm date for receipt of bids or proposals will be stated in the IFB. This acquisition is a total 8(a)set-aside to small business concerns expressly certified by the Small Business Administration in the SBAs 8(a) program. In accordance with CFR 124.507 (c)(2), this competitive 8(a) construction requirement shall be competed among only those participants having a bona fide place of business within the geographical boundaries of the SBA Richmond District Office jurisdiction. Therefore, only those Participants with bona fide places of business within the SBA Richmond District Office jurisdiction are eligible to submit offers. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Offerors can view and/or download the solicitation and any attachments via FedBizOpps when it becomes available. No telephone requests or collect calls will be accepted. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be held. Time and location will be stated in the IFB. No provision in this notice in any way obligates the Government to pay any bid preparation costs. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
