Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: MEDSCAPE- Training Physicians, Pharmacists On Drug Impairment Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein to develop educational, promotional and marketing materials that will be delivered to specific health care professional. As part of the overall goal, it is important to develop and implement a promotion plan that targets the specific subsections of the audience. It is also critical that evaluation be designed into the initial plan, not only to determine the number of participants, but also to explore participants' reactions to the training so that future efforts may be refined and improved to better meet participants' needs. NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will be made; however, no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: Despite the fact that alcohol and drug impaired drivers have been and continue to be one of the most significant dangers Americans' face on the highways, the understanding of drugs and impairment is very limited. When testing for drugs in fatal crashes, there is no delineation between prescriptions drugs and illicit drugs. Testing for drugs in fatal crashes has been has also been limited, however, since 2008; there has been a steady increase in the number of deceased drivers with a drug presence. According to NHTSA research and FARS data, in 2008 41% of all drivers in fatal crashes were tested for the presence of drugs. For those tested, 26% were positive. In 2012, only 40% of all drivers in fatal crashes were tested for the presence of drugs, 32% were positive (NHTSA Berning & Smithers, 2014). Developing training for those who prescribe medications and distribute medications (including prescribed and over the counter medications) are an essential resource in reducing and preventing drug influenced serious injury and fatal crashes. OBJECTIVE: The objective is to develop and implement new CME/CE activity that serves to update an existing continuing education (CE) training course for pharmacists, for other medical personnel in the area of Medication-Related Impaired Driving and Drug Interactions and Driving Risks. An additional educational objective is to increase awareness among physicians, physician assistants, and nurses as well as pharmacists and pharmacy technicians of potential adverse medication effects that may impair driving and to clarify the importance of communicating such information to patients through counseling, especially in the more at-risk patient population. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: Provide to the COR all finalized creative materials, including supporting paperwork regarding usage rights, contacts for renewing usage rights, and signed forms. Creative materials files shall include, but are not limited to: • Print and collateral materials: graphic files and all supporting artwork and fonts. • Finalized files for posting on the web in format acceptable for future placement and sharing with partner organizations. Final creative materials that will be posted on a web site shall be created with 508 compliance guidelines. These shall be delivered no later than the end date of the initial contract. Format of Corporate Capabilities Statement: Any interested qualified small business firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 4 calendar days from the date of publication of this notice.
