Description
Justification & Approval IT Bridge Synopsis: The U.S. Department of Homeland Security (DHS) Transportation Security Administration (TSA) intends to award, on a sole source basis, a task order to Computer Science Corporation, Inc. This sole source task order is required to serve as a Bridge between the Federal Air Marshall Service (FAMS) and TSA for the merge, consolidation and transition of information security management and technology support services and maintenance. The task order will be issued under the properly synopsized and competed Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) multiple-award Indefinite Delivery Contract (IDIQ) issued by the Department of Homeland Security (DHS) for the Office of the Chief Information Officer (CIO) in 2006. The requirement is to have a contract in place for information technology services to avoid any disruption or down time during the limited time transition period and maintain transparency. The FAMS current contract will expire February 2015. The TSA current task order will expire June 2015. Having a Bridge in place during that period will also be a cost savings as both agencies will benefit by utilizing one contract vice two separate contracts. The task order will be issued under the Exceptions to Fair Opportunity Process, FAR 16.505 (b) (2) (i) (B) - "Only one awardee is capable of providing the supplies/services required at the level of quality required because they are experienced, unique or highly specialized" to Computer Science Corporation. The award will consist of a three month transition period, one base year and one option year period for a total performance period of 27 months. This notice of intent is not a request for competitive proposals. This is not a formal solicitation. This notice is for informational purposes only. No telephone or verbal inquiries will be accepted. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
