Description
The General Services Administration is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest and the resources to support this requirement for Recycling Services at the Internal Revenue Service, National Distribution Center in Bloomington, Illinois. This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS codes for this requirement include 562111. Description The Contractor shall furnish all necessary labor, equipment, and supervision to purchase, remove, and dispose of accumulations of recyclable materials generated at the Property Location Site. Additional property locations sites and recyclable materials may be added during the contract period. The Government will provide the labor for stacking on pallet, shrink wrapping and loading material onto the Contractor's collection vehicles. (a) Recycling Service (1) Recycled material shall include Mixed Paper, Old Corrugated Containers, Miscellaneous Paper (may contain contaminants), and Shrink Wrap. (2) Return to the Government a portion of the proceeds for sale each material type based on the sale price at the end of the month in which the paper is picked up. Price to be determined by the PPI Pulp & Paper Week Magazine's Domestic Recovered Paper Prices for the Midwest, published on the 5th of each month. (b) Average Historic Material Quantities (FY12-FY14) (1) Mixed Paper - 627.8 tons (2) Old Corrugated Containers - 73.7 tons (3) Shrink Wrap - 1.3 tons (c) Material Service Requirements (1) Collection Minimum Quantities - Under normal circumstances, the Contractor will be called for pickup when the staging areas are believed to accomodate a full truck load. (2) Collection Schedule - The Contractor shall pick up the recyclable materials from the building loading dock or designated recyclable materials holding room/area within 24 hours after the date of notice. (d) Reporting Requirements (1) The Contractor shall provide an electronic record of each collection to the location's COTR and the GSA COR. The record shall provide a timestamp of collection, material type/grade(s) collected, and an approximate or exact weight of the material type/grade(s) collected. (2) The Contractor shall provide a monthly electronic report of the recyclable materials collected from the property location site(s) including dates, locations, grades, and weights of collected material BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Capability Statement Information Companies are encouraged to respond if they have the capability and capacity to provide the services. However, be advised that generic capability statements are not sufficient for effective analysis of a respondent's capacity and capability to provide the required services. Responses shall directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform, while in compliance with Far 52.219-14 - Limitations on Subcontracting.
