- Description
- The United States Postal Service (Postal Service) is issuing a Request for Information (RFI) for the purposes of conducting a market survey and prequalifying potential suppliers. The primary objective of the RFI is to identify and analyze the capabilities of suppliers that will participate in the solicitation. The Postal Service is interested in identifying freight transportation service providers providing Traffic Management Services (TMS) that are qualified and capable of fulfilling Postal Service operational objectives. Suppliers that will participate in the solicitation must submit information by 1200 noon EST February 27, 2015. Prequalification of suppliers is necessary in order to adequately screen for suppliers capable of delivering the services and performance levels that Postal Service requires. Supplier specific factors include: 1. Geographic coverage compatible with the needs of the Postal Service which includes domestic and international transportation via all transportation modes. 2. Prior experience and a history of managing transportation traffic dollar volumes of between $25 million and $50 million annually or earning $4.0 million in annualized revenues for related TMS fees during the preceding 12 months of the most recent fiscal business quarter. 3. At least 6 months of experience in the hosting and operation of a transportation management system that is web based and accessible by Postal Service internal and external users. 4. At least 12 months of business operation as a stand-alone and "non-asset" based TMS financial operating entity and the organization's DUNS number. 5. Most recent fiscal year audited balance sheet and income statement. Postal Service willing to execute a non-disclosure agreement for these financial statements if required. The "experience levels" cited above are deemed to be the minimum acceptable for prequalification. When selecting a supplier to perform services based upon their proposal, consideration will be given to longer experience in these categories. Greater detail regarding "supplier specific criteria" will be included in the solicitation, if one is issued. Companies are invited to submit a response to this RFI. Responses are to be organized under five tabs corresponding to the requested items above. The responses are to be submitted as email attachments addressed to Sabrina Day at Sabrina.b.day@usps.gov. If attachments exceed four megabytes, please subdivide the content and send more than one email with attachments that are smaller than four megabytes each. This RFI is for informational and prequalification purposes only. The Postal Service does not intend to award a contract on the basis on this RFI and may or may not issue a solicitation for the requirements described. Additionally, this RFI does not commit the Postal Service to pay any cost for the preparation and submission of a response to this published RFI.
