- Sources Sought Notice "SunShot Catalyst Rapid Prototyping Services" January 30, 2015 INTRODUCTION The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy's primary national laboratory for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nation's energy and environmental goals. BACKGROUND SunShot Catalyst is an open innovation program that allows the public to rapidly create and develop products and solutions that address near-term challenges in the U.S. solar marketplace through prize challenges. http://catalyst.energy.gov/ The first round of the program opened in May 2014 and will conclude in May 2015. Prototyping services for round 1 were limited to software via a single subcontract. In future rounds, the program requires additional prototyping services to be made available via a dynamic task order agreement, enabling participants in the program to use the services they determine to be best aligned with their development goals and the program's objectives. OBJECTIVE The objective of this effort is to develop the capability for strategic rapid prototyping services with subcontractors able to support each dimension of the SunShot Catalyst Program. Ultimately, the Catalyst Team envisions a menu of options, with different services and providers, available to participants in the Catalyst Prize program. This menu of options will include NREL based capabilities (such as the Energy Systems Integration Facility /Process Development and Integration Laboratory) and subcontractor sourced capabilities to provide a comprehensive portfolio of resources to assist participants in their rapid prototype development. Participants in the prize program will use their Catalyst credit for services at multiple vendors, which meet their needs and requirements. NREL seeks qualified sources to participate in a future competitive solicitation. The scope of interest below outlines each area (task) in which the program is interested in creating strategic sourcing arrangements via Task Ordering Agreements. SCOPE 1. Product Development a. Services and the necessary tools to conduct crowdsourcing software development. b. Partnerships for virtual product prototyping, 3D design engineering, design visualization, simulation and specification. c. Capabilities for physical prototype creation, part fabrication, professional equipment, services and facilities. 2. Product Enhancement a. Services and tools to conduct virtual product simulation and testing, to assess strengths, weaknesses, and determine opportunities for improvement. b. Data analytics and cloud services capabilities to collect, mine or integrate data from public or proprietary sources which enhance products, services or the business development process throughout the cycle. c. Expertise in scaling disruptive technologies, integration into related supply chains, manufacturing and logistics for hardware products or related services. d. Strategic communications or marketing capabilities to design the presentation of products or services to their intended costumers/users. QUALIFICATION REQUIREMENTS Open only to: (a) citizens or permanent residents of the United States; and (b) private entities, such as corporations or other organizations that are incorporated in and maintain a primary place of business in the United States. Individuals submitting on behalf of corporations, nonprofits, or groups of individuals (such as an academic class or other team) must meet the eligibility requirements for individual participants. DOE employees, NREL employees, employees of sponsoring organizations, and members of their immediate family (spouses, children, siblings, parents), and persons living in the same household as such persons, whether or not related, are not eligible to participate in any portion of the SunShot Catalyst Program. Federal entities and Federal employees, are also not eligible to participate in any portion of the SunShot Catalyst Program. Organizations responding to this Sources Sought request must demonstrate specific capabilities, attributes, and skills, as indicated below. NREL reserves the right to include additional requirements for qualification in any resultant official Request for Proposal. • Demonstrate a customer service model aligned with the rapid prototyping needs of the SunShot Catalyst Prize as outlined in the Scope above. • Describe the customers you serve: o how do your customers use your product service o why are your customers using your product or service o how do you relate to the customers you serve o how you respond to customer requests • Indicate the number of years which your organization has been active in this area of expertise, as well as the number of customers your organization has served in the past five years. • Demonstrate a regional presence and accessibility within and throughout the contiguous United States • List up to five relevant and recent press releases, publications, & articles about your organization's activity • Briefly describe your organization's quality assurance process or risk management plan • Describe how your organization has the capability to deliver ever-improving value to customers and stakeholders which align to the overall goals of the SunShot Catalyst program • Provide an overview of the tools, equipment, space, staff support, training provided, etc. that your organization will make available to SunShot Catalyst program participants using the following groups as applicable to your organization. Include a description of how these align with the needs of the SunShot Catalyst Program: o Electronics o Fabrication Tools o Design o Machining o Measurement o Plastics o Printing o Scanning o Metal o Software • Provide a brief description of your organization's management structure and resource allocation as they would relate to this scope. • List relevant awards, recognitions or honors your organization has received within the past 5 years for work with a similar or related scope. THIS IS A SOURCES SOUGHT NOTICE, NOT A REQUEST FOR PROPOSAL. VERBAL RESPONSES WILL NOT BE ACCEPTED. ALL INQUIRIES MUST BE PROVIDED IN WRITING VIA E-MAIL. Any organizations interested in working with NREL to provide the services described within this Sources Sought Notification shall provide a response as soon as possible but no later than 5 pm, MDT, February 13, 2015. Telephone calls will not be accepted. Interested parties shall respond via email to Joann Sheldon (joann.sheldon@nrel.gov). The response is limited to 8 pages of single spaced text of 12-point font or equivalent, with minimum 1" margins all around. Brevity is encouraged. The response shall include: • Name and address of the company • Point of contact including name, title, phone and email address • Address how each of the qualification requirements listed above are met • Corporate Qualification Statement may include a company brochure, pamphlet, or Web Address, etc. (not included in the page count) • Link to publically available market pricing (if available) Failure to adequately address each of the items above may result in your organization being deemed non-responsive. Responding to this request identifies your organization as an interested candidate only. Your submittal is not in response to a Request for Proposals (RFP).
