- SF1449 Solicitation - 60 Emergency Response Jackets THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number M0026315T0006 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78 and DFARS Publication 20150115. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price contract (brand name or equal Blauer # BLU-9840-70-52-SM RESPONSE JACKET W/ LINER) for the Depot Fire Department employees. This is a brand name or equal requirement that has been approved by the contracting officer. Salient characteristics can be found on the attached SF1449. This solicitation is issued as an unrestricted acquisition and the North American Industrial Classification System (NAICS) code for this requirement is 315990 with a size standard of 500 employees. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026315T0006 attached to this synopsis. Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. Offeror shall state affirmatively that a on site fitting appointment can be scheduled withing two (2) weeks of contract award. The basis for award is lowest price technically acceptable (LPTA). The Government award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the technical acceptability factor as outlined in Section M of the attached SF1449. The successful offeror must have an acceptable past performance rating. Offers shall be ranked in order of lowest price to highest price. The lowest-prices offer shall be evaluated first. If the lowest-prices offer is technically acceptable, no other offers will be evaluated. Any/all questions on this RFQ shall be received by this office No Later Than 6 February 2015 at 3:00 PM EST. The closing date and time for this solicitation is 12 February 2015 at 11:00 AM (EST). Offerors are responsible for ensuring that their submitted quote has been received and are legible. All responsible sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" in accordance with FAR 52.212-1(f). Failure of any portion of the proposal to arrive by the stated deadline will result in rejection of the entire proposal.
