Interested vendors please complete and return Attachment 1 by 02/06/2015 (i) The following combined synopsis/solicitation for commercial services was prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in accordance with FAR Part 13, and as supplemented with additional information included in this notice. (ii) The solicitation number APHIS-PPQ-15-728269 is issued as a request for quote (RFQ) (iii) In accordance with FAR 52.252-2 Clauses Incorporated by Reference. (FEB 1998), The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. In accordance with Agricultural Acquisition Regulation ( AGAR )452.219-70 Size Standard and NAICS Code Information : The associated North American Industrial Classification System (NAICS) code for this procurement is 336214 - Travel Trailer and Camper Manufacturing. The Small business size for this category is $500 Employees. (v) Supplies or Services and Prices/Cost DESCRIPTION: Firm Fixed Priced purchase of Enclosed Regulatory Cargo Trailer - 22'LX8.5'W tandem axle. Pricing shall include but not limited to: overhead, general and administrative, profit, insurance, transportation, and Title Fee Date needed - February 20th 2015 (vi) STATEMENT OF WORK - Enclosed Regulatory Cargo Trailer The 22'LX8.5'W tandem axle enclosed cargo trailer will be used as a mobile transport and command center for Heat Treatment "Steaming" supplies and equipment, and pressure washing equipment and supplies in order to support mobile operations for the current 26 infested fields. The purpose of the trailer is to streamline and organize mobile service to cooperators while meeting the Federal Final Rule 2009; 19374 Federal Register / Vol. 74, No. 81 / Wednesday, April 29, 2009 / Rules and Regulations CFR 301.86, and more specifically to accomplish heat treatment and pressure wash treatment requirements outlined in the PPQ Treatment Manual; Treatment Schedule T406-d for the treatment of Pale Cyst Nematode contaminations of miscellaneous products. The majority of the PCN's Regulatory heat treatments and wash treatments are conducted at an offsite individual farm field location, which requires all the supplies and materials to perform outlined treatments be in constant mobile status. The enclosed trailer would provide the necessary protection and operations mobility of supplies and materials. Basic dimensions and other requirements as follows to meet the needs and safety requirement of this trailer: 1. Minimum inside length = 18.5' - To be able to store the amount of equipment needed for wash and heat treatments 2. Minimum Interior width 96" - must be a minimum to provide an ample walkway between stored supplies (safety ingress and egress- reduce tripping hazards) 3. Minimum Interior height 78" - so an individual could stand comfortably with hitting head (safety feature) 4. GVWR minimum of 7000 pounds 5. (4) stabilization jacks on outside perimeter - Prevent trailer from rocking dangerously when disconnected from GOV, and entered and loaded with supplies and equipment. 6. (1) roof vent - This is an additional vent along with the two side vents to allow moisture from Tarpaulin after heat treatments to escape and not cause a mold problem inside of trailer. 7.
