- Notice of Intent This is a Notice of Intent, not a Request for Proposals (RFP). A solicitation document will not be issued and proposals will not be requested. The US Department of Health and Human Services (HHS), Office of the Information Technology Infrastructure and Operations (ITIO), plans to negotiate and award a purchase order on a sole source, non-competitive basis to Zayo Group, 13861 Sunrise Valley Dr., Herndon, VA 20171, to install leased Dark Fiber service trunk(s) along new pathways/conduit in the Parklawn Building, terminate all exiting services on demarcation equipment located in the new 3rd Floor Data Center, and Hot-Cut services to the new demarcation equipment. The affected service trunks are located on Zayo's network side of the customer demarcation point; and as such installation and splicing/hot-cut of fiber and circuits must be performed by Zayo in order to assure service continuity and proper maintenance procedures and notices as specified in their SLAs. This acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government.
