Description
OF-612 SOL-615-15-000002 The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified candidates, interested in providing the personal services described in the attached solicitation. Submissions shall be in accordance with the attached information at the place and time specified therein. The objective of the contract is to obtain the services of a Senior Health Systems Strengthening Advisor who will provide management, leadership, and technical services on the full range of HEALTH SYSTEMS STRENGTHENING (HSS) investments. The Senior Health Systems Strengthening Advisor serves as the Team Leader for the Health Systems Strengthening team - one of four teams that work under the overall direction of the OPH Director. Strategic planning, design, evaluation, coordination with development partners and GOK, representation and partner oversight will be critical elements of the position. As a USAID contract employee, the incumbent has the responsibility of understanding and incorporating the Agency's five core values in all aspects of his/her work. These core values are: (1) customer focus, (2) managing for results, (3) empowerment and accountability, (4) teamwork and participation, and (5) valuing diversity. The incumbent will work at a senior level in a high-priority USG foreign assistance program that requires knowledge, experience, maturity, and an ability to function independently under a complex, highly demanding, frequently changing environment. The position is located in the Office of Population and Health, USAID/Kenya, in Nairobi, Kenya. She/he will advise USAID/Kenya on all aspects of health systems strengthening as it relates to the technical areas: family planning, maternal and child health, nutrition, tuberculosis, malaria, and HIV/AIDS. The incumbent will represent USAID at the highest government and donor levels. The incumbent will supervise approximately four Foreign Service National positions. The Senior Health Systems Strengthening Advisor will report to the OPH Deputy Director, who provides overall operational oversight and supervision. Given the integrated nature of OPH, the heavy emphasis on inter-agency collaboration, and strong linkages with the GOK and private sector, it will be essential for the incumbent to demonstrate strong technical and management skills, complemented by outstanding communication and interpersonal skills. Donor collaboration is, equally, a critical function under this position. Sustainability is a central tenet of the HSS team, requiring that capacity is built in the public and private sectors within a wide range of areas including but not limited to: financing and resource management at all levels, training, supply chain management, policy/advocacy, commodity security, human resources, and governance/management. The Senior Health Systems Strengthening Advisor will provide managerial oversight and technical advice to support the implementation of this program through a combination of bilateral and field support programs. S/he will also work closely with the other three teams (PMI, HIV/AIDS and Family Health).
