Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Naval Air Warfare Systems, Orlando Training Systems Division intends to issue a Firm-Fixed-Price (FFP) modification to the delivery order N61340-13-F-0001, to UFA, Inc. on a sole source basis. In accordance with 10 U.S.C. 2304(1), Only one responsible source and no other supplies or services will satisfy agency requirements. UFA, Inc. owns the proprietary data rights for the Commercial-Off-The-Shelf (COTS) trainer and the software. UFA, Inc. is the only source with the requisite technical knowledge, experience and skillset to design and develop the software changes. There is no other known software suitable or qualified for this application, and it would be time and cost prohibitive to develop another source. The TSS purchase is an on-going, multi-year acquisition of a COTS trainer; 16 of 39 trainers have already been installed. This contract will continue into CY2017. The software rights to the TSS were not included in this acquisition. Interested persons may identify their interest and capability to respond to the requirement in writing. A determination by the government not to compete with this proposed modification based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
