This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain subject matter feedback for project planning purposes. Your responses to this RFI will assist the Government in determining whether the work should be contracted out and, if so, the appropriate procurement method. The U.S. Nuclear Regulatory Commission (NRC) in Rockville, Maryland is conducting a Market Survey to determine the capability and expertise of businesses to provide an enterprise wide unified communications systems. The NAICS Code is 334210 with a Size Standard of 1,000 Employees. Introduction: NRC seeks to modernize and streamline its current telecommunications environment with an Enterprise (single dial tone) unified communications system, which may utilize voice over IP while providing centralized administration, support and billing. The purpose of this RFI is to gauge the capabilities of the vendor community to provide both equipment and/or services to the NRC. Specific Information as to the functionality sought is listed below. Background: The NRC's Headquarters, Regional Offices, and Technical Training Center (TTC) all currently contract separately for telephony services with carriers local to each location. The following is a breakout of the specific technologies currently in use by the NRC to provide voice services to its employees. HQ: 11601 Landsdown Street, Rockville, MD 20852 • Three co-located buildings, One, Two and Three White Flint -One and Two White Flint are serviced by a Verizon Centrex Service -Three White Flint is serviced by Verizon's Hosted IP Centrex (HIPC) Service - this service runs over a VoIP LAN that is separate from the NRC data network -The Nuclear Incident Service Response (NSIR) center located in Three White Flint is supported by a standalone Avaya CS-1000 IP PBX to service the NCR's HQ Operations Center • 200Mpbs between each building and Region 4, Verizon PIP Region 1: 2100 Renaissance Blvd., Suite 100, King of Prussia, PA 19406-271 3 •Avaya CS-1000 IP PBX and enabled IP phones running on VoIP LAN that is separate from NRC network •100Mbps, Verizon PIP Region 2: Marquis One Tower, 245 Peachtree Center Avenue N.E., Suite 800, Atlanta, GA 30303 • Avaya CS-1000 IP PBX and enabled IP phones running on VoIP LAN that is separate from NRC network • 100Mbps, Verizon PIP Region 4: 1600 East Lamar Boulevard, Arlington, Texas 76011 • Avaya CS-1000 IP PBX and enabled IP phones running on VoIP LAN that is separate from NRC network • 100Mbps, Verizon PIP Region 3: 2443 Warrenville Road, Suite 210, Lisle, Illinois 60532 • Avaya Media Server 8730 PBX with some IP phones running on VoIP LAN that is separate from NRC network • 100 Mbps, Verizon PIP Technical Training Center (TTC): Osborne Office Center, 5746 Marlin Road, Suite 200, Chattanooga, TN 37411-5677 • Avaya CS-1000 IP capable PBX - cabling and switches necessary to support VoIP on a separate network not installed • 40 Mbps, Verizon PIP Resident Inspector Site equipment is provided by their respective Regional Offices. • Regions I and IV have deployed Avaya BCM50s to Resident Inspector Sites that are serviced by a local carrier or through the Licensee. • Region II has deployed Avaya BCM50s to some Resident Inspector Sites that are serviced by a local carrier or Licensee. • Region III Resident Inspector Sites use local POTS (Plain Old Telephone Service) lines from a local carrier or Licensee. For the purpose of this RFI, assume an average of 15 lines per each of the 66 Resident inspector sites. -Two analog lines will be required (fax & comsec) -Each Resident Inspector Site is supported by four T-1 lines (approximately 6 Mbps) A breakout of these systems (government furnished equipment only) is reflected in Attachment 1. The NRC is in the process of deploying Microsoft Lync 2013 in the first quarter of calendar year 2015. All NRC workstations (approximately 5,500) will have full Lync capabilities (instant messaging, presence management, voice, video and desktop/application sharing). The NRC is also planning to upgrade to Exchange 2013 by the second quarter of calendar year 2015. ________________________________________ Product and/or Service Information: 1) Given the NRC's current inventory and environment, how would you consolidate and modernize the current voice environment while leveraging existing technology currently in place at the NRC to the largest extent possible? 2) Please provide a proposed infrastructure design to address voice requirements across the enterprise. This design should be approached from an enterprise level. 3) Do you currently provide or support any products, solutions, or implementations at the NRC today? If so, please describe. Costs and Fees: 4) Please provide a copy of your pricing list for the equipment, software and/or services that you would propose; if itis available via the Federal Supply Schedules, please include a copy of your GSA Schedule pricing in your response to this RFI. 5) Please differentiate between one­time expenses for hardware, software and/or services and recurring or ongoing expenses. 6) Please provide an estimated annual cost of service per line. Please differentiate between costs per line for installation and ongoing (recurring) costs of maintaining the system. Implementation: 7) Please provide a sample implementation plan, including the average time it would take to deploy your solution at NRC and have a functioning capability in place. 8) Please provide references for implementations of this nature that you have supported for other government and non-government agencies and organizations. Security and Security Management: 9) Please describe the security management features available with your product and/or services. Note, all products and services, premise or cloud based, must adhere to applicable DISA Security Technical Information Guides (STIGs), Federal Information Security Management Act of 2002 (FISMA) standards and any other federal law, regulation or guidance as applicable to the products or services being proposed. Services/Support: 10) Please provide an overview of your professional services/consulting services supporting the implementation of your products. a. What type of consulting services do you offer? b. What types of training do you provide for your products and/or services? c. What types of support are available for your product? Standards Compliance: 11) Does your product or recommendation support Federal government usability and accessibility requirements as described in Section 508 of the Rehabilitation Act? Technical: 12) Will the NRC be able to keep its current telephone numbers? What other dialing methodology would you recommend to tie each office together? 13) How would you support analog lines? 14) What support is available for sending and receiving faxes? 15) Would NRC need to replace its Polycom conference phone equipment? 16) How would you handle emergency (911) calls? 17) How would you provide for enterprise wide conference services? 18) Please describe the different roles of who can administer and make changes to the unified communications system; end user, services administrator, network engineer, etc. 19) How is redundancy and fault tolerance engineered into your solution to prevent single points of failure and outages. Please note: NRC is consolidating its data assets into two data centers: the primary located at HQ in Rockville, Maryland; and the COOP/disaster recovery location in a secondary data center in Region 4. 20) Can recommended phone handsets use power over Ethernet to operate or must they use 110 VAC power? 21) Please describe how you would provide for clarity and quality of sound. 22) What type of connection to the public switched telephone network, such as PRI or SIP trunk, do you recommend for quality of service? 23) NRC is upgrading to Microsoft Exchange 2013 - would the vendor recommend enabling Unified Messaging to support NRC's messaging requirements? Video Conferencing: 24) How would you integrate and support video conferencing presently accomplished by a separate and distinct system utilizing Cisco/Tandberg/Polycom equipment into an NRC unified communications system? Purchasing Options: 25) Do you offer any provisions for leasing or other alternatives to purchasing equipment and software as a capitol expense? If so, please provide examples of your alternatives. 26) For equipment refresh and life-cycle of equipment as it ages, what model would you propose to reduce costs over the life of an enterprise wide VTC implementation? Other: 27) What other information should the NRC provide in order for a vendor to successfully respond to a Request for Proposal? ________________________________________ Instructions: Please provide a response to this RFI of no more than 20 pages. NRC may ask one or more of the respondents to provide a demonstration to NRC either on site in Rockville, Maryland or via remote meeting technology hosted by the respondent.
