- THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire services. Responses to this RFI will be treated as information only. As such, the Government will not entertain questions concerning this RFI. The Government will not pay for information provided in response to this RFI or any follow-up information requests. The information provided may be used by the Social Security Administration in developing its acquisition strategy and statement of work. The Social Security Administration (SSA) is issuing this RFI to identify capable companies and exchange information with industry related to its efforts to obtain a Material Safety Data Sheets/Safety Data Sheets (MSDS/SDS) database subscription for SSA, which is a key resource for Facilities Management operations. This product would need to ensure that SSA complies with Occupational Safety and Health Administration (OSHA) requirements and supports the ability to have the entire database on a laptop during emergencies. The contractor shall be able to provide the following requirements: 1. Allow segregation of inventories by location and have no limit to the number of locations permitted 2. Inventory locations must be able to be identified down to specific cabinets in each location 3. Allow access to all computers on SSA's intranet (preferably without need for a password) 4. Must include a system for regular updating of outdated MSDS/SDS without input from user 5. Must have sections that track chemical ingredients, quantities, number of containers and types of containers 6. Must allow SSA to add specific conditions required for the use of each chemical, as each chemical we review will have recommendations for additional Personal Protective Equipment (PPE)/ventilation/etc. 7. Must allow for printing of all material data safety sheets for specific locations and printing of inventory list by the end user- from any location where the system may be accessed. 8. Must have information for all ingredients with regards to Superfund Amendments and Reauthorization Act (SARA), Emergency Planning and Community Right to Know Act (EPCRA), Toxic Substances Control Act (TSCA), and Permissible Exposure Limits (PELs) and Threshold Limit Values (TLVs) 9. Must provide support by phone or email for regular maintenance of any issues experienced by the users, inventory adjustments, and any other changes required, Monday through Friday, 6:00AM-6:30PM EST. 10. Startup timeframe must be coordinated so that there is no gap in provision of a functional, complete database with access for our satellite offices. Access to this information is required by law and there must not be any point when it is not available to SSA employees. 11. Access to the database must be available 24 hours a day 7 days a week. Any repairs or low maintenance or any other issue, that requires the database to be inaccessible for any period longer than 1 hour must take place before 6am or after 6pm Eastern Standard Time, Monday through Friday 12. Data sheets must be downloaded and updated directly from the manufacturer, not third party providers. 13. In the event the contract is terminated, SSA must retain ownership of any data associated with the contract and must have the ability to migrate information into a new format. 14. Provide SSA with an operational system populated with the information we provide, either through populating the system manually or data transfer from our current system. Total SDS currently in inventory is approximately 1500 chemicals. 15. Provide training to SSA's personnel who will be administrating the database. Total personnel should not exceed 20. SSA requests that companies provide feedback on any major concerns they have with the stated capabilities. SSA also requests the companies to provide any comments or suggestions to the stated capabilities. Interested companies with the capability of providing the requirement shall submit capability statements that demonstrate their expertise in sufficient detail, including any other specific and relevant information, so the Government can determine the firm's experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government's review of the industry's ability to perform or provide these requirements. SSA also requests that companies provide information regarding the availability of their services on existing contract vehicles, such as GSA, SEWP, and other agency IDIQ contracts. In addition to capability statements, firms must include this information in their responses: (1) organization name, address, email address, website address, and telephone number; (2) size and socioeconomic designation of the organization [i.e. small business, small disadvantaged business, 8(a), etc.]. Responses from industry MUST be submitted via email to Jameka.Anderson@ssa.gov by February 6, 2015 at 12:00PM EST. No phone calls will be accepted. The subject line of the submission should read "SSA-RFI-15-0001". NOTE: There is a size limit for email; no submission shall be greater than 5 MB. We emphasize that this RFI is for planning and information purposes. No solicitation exists; therefore, requests for copies of a solicitation will not be honored.
