- This is a SOURCES SOUGHT announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government. Responses to this sources sought/market research notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. The intent of the United States Property and Fiscal Office for Florida (USPFO-FL) Purchasing and Contracting (P&C) is to determine the availability of commercial sources technically capable of providing the following items. 1. SCOPE 1.1 WIRELESS INTERNET Vendor will provide Internet access for an unofficial-use network at the Florida Army National Guard's Regional Training Institute (RTI) Campus located at Camp Blanding Joint Training Center, Starke, Florida. The installation location will consist of a network equipment node and associated wireless access points, wiring, power, installation, configuration, and ongoing support. The Vendor will provide all design, labor, and materials to install infrastructure/equipment for the commercial wireless system. Once installed, the vendor will be solely responsible for the management and support of the network. The Vendor shall provide a commercial wireless system that will enable its users to access the Internet, email, and streaming media. The users should be able to connect to the system with a laptop/desktop that has a wireless antenna and via direct cabling if necessary. 1.2 TELEVISION SERVICE Vendor will provide television service network at the Florida Army National Guard's Regional Training Institute (RTI) Campus located at Camp Blanding Joint Training Center, Starke, Florida. The television service will allow for RTI students to view TV programming in their rooms and common areas. The Vendor will provide a basic service package containing a variety of programming, to include news, weather, sports, and local broadcast affiliates. A total of up to 275 TV connections will be required. The Vendor will provide all design, labor, and materials to install infrastructure/equipment for the television service. Once installed, the vendor will be solely responsible for the management and support of the television equipment and service. 2. TOTAL SMALL BUSINESS SET ASIDE This sources sought notice is being used to conduct market research and determine whether there are small businesses capable of meeting this requirement. In accordance with FAR 19.001, offerors shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. The size standard for this procurement is 1,500 employees. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The capabilities statement must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity, knowledge, and past performance of the requirement. Any firm that believes it can provide support services is invited to submit a written notification to the USPFO for Florida no later than 04 FEB 2015 at 5:00 PM ET. Submit responses to this Sources Sought to cody.b.kennedy.mil@mail.mil. No telephone or facsimile requests will be accepted. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
