- Title: Procurement of Horses and Mules Mission and Installation Contracting Command- Fort Hood, Texas will be hosting an Industry Day to discuss the requirements for Horses or Mules offered for sale. The horse requirement at a minimum must meet or exceed the following specifications: primarily a Quarter Horse breed, some thoroughbred mix, or (registration not required) grade horse acceptable; between five years and not older than 9 years; height between 14.2 and 16 hands and weight between 950 to 1200 pounds with good healthy looking body condition and appearance. Lastly, the horse must be well broke under saddle with good handle (neck rein), back, move laterally off the leg and accept gun fire and willing to jump obstacles a plus, however not a pre-requisite. The mule requirement at a minimum must meet or exceed the following specifications: a cross between a Jack and a Mare Horse; at least 5 years and no more than 11 years old, height between 14 and 15 hands, and weight between 800 to 1000 pounds. Lastly, the mule must be broke to the harness. The purpose of the Industry Day is to improve the understanding of both the Government requirements and industry capabilities. The area of consideration shall not exceed a 300-mile radius of the Fort Hood Military Installation. The Scope of Work, date, and time will be provided to those vendors that respond to the source sought synopsis. Interested parties should submit a Statement of Capability indicating qualifications and capability to perform any/all of the services described above. Information should include any relevant past job experience in providing same/similar services. Identify the types of services you have performed, which services you have not performed but have the capability to perform, and how long it would take you to be technically and financially prepared to begin performance. This Sources Sought Synopsis is issued for maximizing competition.
