Description
On or about 06 February 2015, this office will issue a request for quote to maintain, inspect, repair and operate the NWD Government-Owned Aircraft. The solicitation will close on or about 10 March 2015 and is RESTRICTED TO SMALL BUSINESS PARTICIPATION. There are no drawings associated with this request for quote. All solicitation documents will be posted to the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov. All amendments will also be posted to this website. It shall be the contractor's responsibility to check the website for any amendments. The offeror shall submit all requested information specified in the request for quote. There will be no public opening of the quotes received as a result of this solicitation. DO NOT submit requests for the quote to the federal agency personnel. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) The contractor shall furnish all necessary personnel, facilities, material, supplies, accessories and equipment except as otherwise specified in the contract; as may be necessary to maintain, inspect, repair and operate one Government-owned Metro 23, SA 227 DC Aircraft, Serial #903, Registration N55CE. The aircraft shall be operated and maintained in accordance with applicable Federal Aviation Regulations (FAR) for the particular category and class of aircraft and the contract specifications. The aircraft shall be operated to and between such places and at such time as may be designated by the Contracting Officer or his authorized representative. The contractor shall comply with and be bound by the most current version of the following Army Regulations; AR 95-1 Aviation, Flight Regulations, AR 95-20, Contractors Flight and Ground Operations, AR 385-95 Safety, Army Aviation Accident Prevention, AR 385-10 The Army Safety Program, DFARS 252.228-7005, Accident Reporting and Investigation Involving Aircraft, Missiles and Space Launch Vehicles. Contractor will comply with EM 385-1-1, Safety and Health Requirements Manual, current and in use at the start of the contract for the duration, unless redirected by modification of the contract. No special or unique USG owned or developed mission equipment is installed in this aircraft. Proposers: Please be advised of on-line registration requirement for Representations and Certifications Application (ORCA) which is located in System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
