Description

This pre-solicitation notice (synopsis) is for chemical water treatment for 3 Water Tube Boilers and 4 Ceramic Cooling Towers at VA Long Beach Healthcare System (VALB). The Contractor shall provide all labor, tools, supervision, chemicals and equipment necessary. Water treatment is necessary for the boilers and cooling towers located at VALB. The water supply that comes from the city contains hardness, turbidity and high conductivity. If the water that feeds the boilers and cooling towers is not treated, it can easily build up scales and reduce heat transfer. Water that is not properly treated can harm the metals with rust and corrosion and damage the internal metal of the vessels. Chemical treatment helps to dissolve and reduce mineral deposits (like calcium build-up), prevent rust and corrosion and help prevent the growth of bacterial pathogens like legionella. In addition, chemical treatments can reduce the cost of producing steam and chilled water. Water treatment will reduce operating costs and avoid costly repairs for VALB. The Solicitation number will be VA262-15-Q-0348. The intended contract period will be for one year beginning on the date of contract award. The primary North American Industry Classification System (NAICS) is 221310, size standard of $27.5M. Prospective contractors must be registered in the System for Award Management (SAM) and complete their Online Representations and Certifications (ORCA). The website is www.sam.gov. Potential qualified small business sources are being sought for this procurement. Written responses to this synopsis will be used by the Government to make appropriate acquisition decisions as to whether or not this requirement will be set aside for any small business categories. After review of the responses to this synopsis, a solicitation announcement may be published to the FBO.gov website. Responses to this synopsis are not considered adequate responses to any forthcoming solicitation announcement. All interested offerors will have to respond to the solicitation announcement for their offer to be considered. Responses to this notice should include company name, address, point of contact and size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? Responses must be received in writing no later than 3:00 p.m. on January 29, 2015.
