- The Federal Acquisition Services, Office of Acquisition Management, hereby provides notice of award as a sole-source, firm fixed price contract, to Carbon Disclosure Project (North America), Inc.,132 Crosby Street, 8th Floor, New York, NY 10012 for a CDP supply chain portal. I t was the government's understanding that the notice of intent to sole source posting was done on September 25, 2014 with a request of challenges by September 28, 2014. However, it has been recently discovered that the posting did not transmit as expected. As a result, the government is providing a notification of the sole source award now, in an effort to be transparent and provide industry an opportunity to express an interest and capability to respond to the requirement. This purchase order award was issued in accordance with FAR 13 procedures. The government requires an off the shelf supply chain system to provide the government the ability to survey vendors, have data on vendor's disclosures of their climate change impacts and management practices, and provide the ability to track the disclosure status and individual performance metrics of all FAS vendors using the system, in both per-vendor and aggregated formats. The Carbon Disclosure Project (CDP) is a membership organization which works with shareholders and corporations to voluntarily disclose the sustainability and climate-change management practices, including greenhouse gas emissions, of major corporations. CDP collects information from thousands of supplier companies each year on behalf of multiple customers, enabling suppliers to efficiently respond to multiple stakeholder requests for information through a single unified report, and allowing purchasing organizations to efficiently manage and view data about the disclosure status and climate-change-related practices of their suppliers through a single online portal. Access to the CDP supply chain portal is only accessible through membership. Interested parties can express interest that FAS will be able to consider in the future and as we determine whether to exercise the option periods on the current award. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION EXISTS. A determination not to exercise the options, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chiara McDowell, Contracting Officer, via email at chiara.mcdowell@gsa.gov by 1:00PM EST on January 26, 2015. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All responsible sources may submit documentation; however, only documentation meeting the Federal Acquisition Service, Office of Acquisition Management requirements will be considered. The Federal Acquisition Service, Office of Acquisition Management will NOT be responsible for any costs incurred by interested parties in responding to this notice. Only written responses will be considered.. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for future awards.
