Description: Military Sealift Command requires a U.S. flag vessel to support the deployment and recovery of a Target Strength Measurement (TSM) probe in the Canadian Forces Maritime Experimental Test Range (CFMETR) at Nanoose, Canada. The period of performance will be 03-14 February 2015. This procurement is a FAR Part 12 acquisition being conducted under the FAR SubPart 13.5 Test Program for Certain Commercial items. The anticipated award date is late January 2015. Please see attached for additional information. 17. Place of Contract Performance: Keyport, WA 18. Set-aside Status: Full and Open competition 19. Rationale for Small Business Strategy (as required by ASN(RDA) Memorandum, Improving Communications During the Market Research Process, dated 2 June 2014): Market Survey PM2-15-015 was issued on 08 January 2015 and closed on 13 January 2015 for this requirement. Only one response was received. Based on recent market research, there is no reasonable expectation of obtaining offers from two or more responsible small business concerns. The MSC Small Business Office concurs with the determination.
