Description
THIS IS A DRAFT RFP, PLEASE DO NOT SUBMIT PROPOSALS. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS OR BIDS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Mission and Installation Contracting Command - Fort Benning, Georgia has a requirement from the Directorate of Public Works (DPW) at Fort Benning to provide a contract for installation activities for Fort Benning, GA and Camp Merrill, GA. The requirement consist of a full spectrum of facility types: dining facilities, barracks, warehouses, admin buildings, bridges, hospitals/clinics, jump towers, worship centers, gyms, air field, etc... The installation consists of approximately 185,000 acres, and 21,000,000 sq ft. of buildings and structures space. An installation of this size and scope, without contract support will not be able to maintain facilities and personnel health, safety, and welfare. Contractor support is required for eleven (11) functional areas. These eleven (11) support areas were used to establish the functional task areas that comprise the Performance Work Statement (PWS) for this requirement. Buildings and Structures Maintenance Dining Facility Equipment Maintenance Utility systems Operation and Maintenance Heating, Ventilation, and Air Conditioning (HVAC) Grounds Maintenance Surfaced Area Maintenance Self-Help Services Remote Camp Operations Maintenance and Support Range Maintenance Cemetery Services Chiller Maintenance NOTE: This announcement is issued solely for informational/planning purposes only, does not constitute a contract, RFP, a promise to contract, or a commitment of any kind and is issued in accordance with FAR 15.201, Exchanges with Industry before Receipt of Proposals. No formal solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation, and responses to this notice cannot be accepted as offers. Further, the government will not assume liability or cost incurred in response to this notice. Participation is strictly voluntary and the Contractor's own expense. The NAICS code is 561210, Facilities Support Services. The Product Service Code is S216 and the small business size standard is $38.5 million. The anticipated contract type will be a Hybrid contract (fixed price, cost and Cost-Plus-Fixed-Fee). This requirement will be solicited as a 100% Small Business Set-Aside. The contract period of performance is expected to consist of a sixty 60)day Phase-In period, a ten (10) month base period and four (4) one-year option periods. The Government reserves the right not to exercise the option year periods. The start date of the Phase-in period is anticipated to be December 23, 2015 with a full performance start date of February 22, 2016. Please include the following information in your response: 1.
