GOVERNMENT RESPONSES TO QUESTIONS RECEIVED Vendor Question #1: Page 5 of the Letter Request for Technical Proposal (LRFTP), Paragraph I.1.m. (3) states: quote mark Can all necessary technical data (i.e., schematics, theories of operation, maintenance software block diagrams/flow charts, and functional block diagrams) be included in resulting publications of a contract? quote mark -- quote mark Can you explain the meeting of this question? What does quote mark be included in the resulting publications of a contract quote mark mean? quote mark Government Response #1: During Step I, the Government evaluates vendors' proposals, which includes evaluation of the technical manuals. The Government accepts the individual commercial technical manual like it is or requires the vendor to produce the technical manual to Government standards after contract award. What is meant by the phrase quote mark be included in the resulting publications of a contract quote mark, is the vendor shall use their existing technical data (i.e., schematics, theories of operation, maintenance software block diagrams/flow charts, and functional block diagrams) if they win the bid to develop the Government technical manuals after contract award. ------------------------------------------------------------------------------------ Vendor Question #2: Paragraph 3.4.6.2 Data Rates (Diphase Interface) of MIS-PRF-56685C (dated 9 Jul 2014): With regard to the bit rates specified between 1.2 bit/s to 4608 kbit/sec does the Army prefer a predefined pick-list of data rates or to have the data rate keyed in with digit keys? Government Response #2: Paragraph 3.4.6.2 Data Rates (Diphase Interface) of MIS-PRF-56685C (dated 9 Jul 2014) states: quote mark The Telecommunication System Test Set diphase interface shall operate at data rates from 1.2 Kbps to 4.608 Mbps. quote mark Either a quote mark predefined pick-list of data rates quote mark or quote mark data rate keyed in with digit keys quote mark is acceptable. Government will evaluate quote mark predefined pick-list of data rates quote mark during Bid Sample testing. ------------------------------------------------------------------------------------ Vendor Question #3: Please state the exact electrical requirements for the diphase interface of Paragraph 3.4.6 Diphase Interface of MIS-PRF-56685C (dated 9 Jul 2014): - 135 ohms balanced and 50 ohms unbalanced? Both of these,and/or any others? - Is quote mark bridged quote mark operation (high impedance) required for Rx? - What is the nominal Tx output pulse shape? - What are the requirements for Rx sensitivity? - Especially, the requirements for cable attenuation compensation? Government Response #3: Paragraph 3.4.6 Diphase Interface of MIS-PRF-56685C (dated 9 Jul 2014) states: quote mark The Telecommunication System Test Set shall receive and transmit diphase and conditioned diphase signals, allowing the testing of diphase multiplexes and communications links. quote mark AND paragraph 3.4.6.1 Physical Connection of MIS-PRF-56685C (dated 9 Jul 2014) states: quote mark The Telecommunication System Test Set diphase interface shall provide the physical connection to systems or equipment using diphase and conditioned diphase modulation IAW MIL-STD-188-200. quote mark Paragraph 3.4.6.1 references MIL-STD-188-200. MIL-STD-188-200 is the DoD Interface Standard for System Design and Engineering Standards for Tactical Communications. MIL-STD-188-200 includes electrical requirements for the diphase interface in paragraph 5.4.1.4 and its sub-paragraphs. Note: Other paragraphs of MIL-STD-188-200 may also apply. ------------------------------------------------------------------------------------ Vendor Question #4: Paragraph 3.4.2 Recommended Standard (RS)-232 Interface of MIS-PRF-56685C (dated 9 Jul 2014): Is the requirement for synchronous RS-232, asynchronous RS-232, or both? Government Response #4: RS-232 shall meet the requirements of both (synchronous RS-232 and asynchronous RS-232) as required in ANSI/TIA-232-F standard called out it paragraph 3.4.2 of MIS-PRF-56685C (dated 9 Jul 2014): quote mark The Telecommunication System Test Set shall be provided with a standard protocol (defined in paragraph 6.2.48) RS-232 interface, IAW American National Standards Institute (ANSI)/Telecommunications Industry Association (TIA)-232-F standard. quote mark ------------------------------------------------------------------------------------ Vendor Question #5: Paragraph 3.3.2.3.2 BNC to Twinax Adapter of MIS-PRF-56685C (dated 9 Jul 2014): Shall the adapter include a transformer to convert impedance, or should it be straight through? In the straight through case, it is assumed that the BNC connector on the test set must be isolated from chassis. Is that true? Government Response #5: BNC to Twinax Adapter shall meet the requirements as stated in paragraph 3.3.2.3.2 of MIS-PRF-56685C (dated 9 Jul 2014). Paragraph 3.3.2.3.2 BNC to Twinax Adapter of MIS-PRF-56685C (dated 9 Jul 2014) states: quote mark The Telecommunication System Test Set shall include a BNC male to Twinax female adapter (defined in paragraph 6.2.27) that mates to the external clock BNC connector as specified in paragraph 3.3.2.3.1. quote mark Industry standards may be applied in relations to whether the adapter include a transformer to convert impedance, whether it is a straight through case, or whether it is assumed that the BNC connector on the test set must be isolated from chassis. ------------------------------------------------------------------------------------ Vendor Question #6: Paragraph 3.4.4.1.3 DS-0 Interface (Software) of MIS-PRF-56685C (dated 9 Jul 2014): We understand that there is no strict requirement for a physical (electrical) DS-0 test interface. Is our understanding that DS-0 may be implemented in software correct? Government Response #6: Yes, DS-0 may be implemented in software. Paragraph 3.4.4.1.3 DS-0 Interface (Software) of MIS-PRF-56685C (dated 9 Jul 2014) confirms that the vendor is allowed to implement DS-0 as a quote mark DS-0 software interface quote mark by stating: quote mark The Telecommunication System Test Set shall provide a DS-0 software interface, if a DS-0 hardware module does not exist with the equipment, which allows for any individual 64 Kbps DS-0 data channel to be analyzed and tested on the DS-1 (T-1) Interface line. quote mark ------------------------------------------------------------------------------------ Vendor Question #7: Paragraph 3.3.2.2.1 Inverted Clock Signal of MIS-PRF-56685C (dated 9 Jul 2014): Does the quote mark inverted clock signal quote mark applies only to RS-530. What does quote mark an indication of the inverted clock signal being present quote mark mean? A clear indication of the active setting of the test set, or an auto-detect function that monitors the clock to data phase relationship of an incoming signal? Government Response #7: No, the quote mark inverted clock signal quote mark does not only apply to RS-530 interface. The quote mark inverted clock signal quote mark applies to all internal clock signals. quote mark An indication of the inverted clock signal being present quote mark as stated in paragraph 3.3.2.2.1 (Inverted Clock Signal) of MIS-PRF-56685C (dated 9 Jul 2014) means quote mark an auto-detect function that monitors the clock. quote mark ** NOTE: AS OF 22 DECEMBER 2014, THIS SPECIAL NOTICE HAS BEEN EXTENDED AND NOW CLOSES ON 30 JANUARY 2015 AT 4:00PM EST. The subject solicitation for the Test Set, Telecommunication System: TS-4544( )/U, is anticipated to be procured by the US Army Contracting Command - New Jersey (ACC-NJ) using Two-Step Sealed Bidding procedures in accordance with (IAW) Federal Acquisition Regulation (FAR) 14.5. As a result of the solicitation, the Government anticipates the award of a firm, fixed-price, five year indefinite-delivery/indefinite-quantity type contract for a commercial item. The estimated minimum quantity to be procured is 15 each and the estimated maximum quantity is 750 each. Firm contract requirements will be established in the subsequent Step II Invitation for Bid. This notice constitutes the Step I Request for Technical Proposals for the subject solicitation. Requirements, evaluation criteria, and submittal instructions for technical proposals, to include applicable FAR clauses, are set forth in Attachment A to this notice. Each technical proposal shall be IAW the requirements in Attachment A. Technical proposals shall not include any price or pricing information.
