- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This Sources Sought Notice is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized in FedBizOps. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. This effort is to seek qualified sources capable of fulfilling the requirements to provide services in support of the OREGON NATIONAL GUARD's industrial laundry requirements. The potential vendor will provide and launder five-seven sets of coveralls and three jackets for mechanics specified within the Oregon Army National Guard. Coveralls and jackets will have wearer's name sewn on front. Vendor will repair normal wear and tear at no charge. Replacements, at government expense, will occur at the request of government only. Shop rags not provided for by vendor will be added to the cleaning requirement. Vendor will provide temporary storage for soiled items. The locations to be serviced are in the following locations Portland, Salem, Springfield, Medford, Forest Grove, LaGrande, Warrenton, Clackamas, Pendleton, Hermiston and Redmond. All pickups and deliveries will occur from 07:30 am to 3:30 pm, Monday through Friday except holidays. Vendor will provide one point of contact for customer care that has authority to make corrections per contract for all locations. All issues shall be resolved within 48 hours. Vendor will coordinate with locations for mutual accountability of items to be laundered. The acquisition strategy has not been determined at this time. Due to the dispersion of locations around Oregon it is understood that one vendor may not be able to support this entire request and that multiple vendors may best support this need. Please indicate in your capability statement those areas listed above your company would be able to support. The applicable NAICS code is 812332 Laundry services, industrial with a small business size standard of $35.5M in annual revenue. If you are capable of fulfilling this requirement, please indicate your interest by sending a capability statement via e-mail (only) by 2 February 2015 to david.e.cleland4.mil@mail.mil. It is requested you include any recommendations for price structure or method of accomplishing this requirement, based on the attached draft Performance Work Statement. Include the following information in your Capability Statement email (elements should not exceed 12 pages): 1. Prospective Offeror's Identification: a. Company name and government entity (SAM - CAGE) code b. Address c. Phone Number d. Fax Number e. Email address f. Point of Contact information g. A website address that provides additional information about the prospective business h. Identify your company type: i.e. a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business, Native American and/or HUB zone business that is supported by a current registration status of active in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. Include your company's North American Industry Classification System (NAICS) code. Provide your company's DUNS number. 2. Your capability statement should demonstrate a firm understanding of the requirements, addressing the following, at a minimum: a. Provide a brief history of your business, to include organization structure, experience in providing this industrial cleaning to the commercial market and have the resources necessary to fulfill the PWS requirements. b. Indicate which locations listed above you can support. c. Describe production, technical equipment and facilities the firm owns or has access to and has used. d. Describe how you will accomplish start up requirements for the draft Performance Work Statement; ability to provide the overalls, jackets, rags, etc. e. Describe subcontracting services previously utilized. f. Describe how your current commercial/federal contracts are structured. Will there be additional charges based on the above requirements. g. Furnish evidence of previous successful management and execution of other industrial laundry contracts at multiple locations throughout Oregon. h. Describe, include examples, how your pricing structure will accommodate our requirements Note: This Sources Sought Notice is open to large businesses, small businesses and all other social economic businesses. Competition and set-aside decisions may be based on the results of this market research.
