Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The Department of Veterans Affairs, Network Contracting Office (NCO 21), has a requirement to offer opioid agonist treatment to all qualified and approved veteran patients diagnosed with opioid dependence. The services sought include SAMHSA-certified, CARF-accredited methadone dispensing for patients with opioid dependence, capability to dispense buprenorphine/naloxone daily from the dosing window, and geographic and public transportation accessibility for patients living in San Mateo County and patients residing at or near the VA Menlo Park Division at 795 Willow Road, Menlo Park, CA. This is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. Requests for a solicitation shall not receive a response. Responses to this sources sought announcement must be in writing. The purpose of this sources sought announcement is gain knowledge of potential sources and to identify parties having an interest in and capable of providing the required services. Responses to this notice shall include the following information: 1. Offeror's name, address, point of contact, telephone number, and email address. 2. Confirmation of offeror's active System for Award (SAM) registration, valid Tax Identification Number, and proof of registration in Online Representations and Certifications Application (ORCA) 3. Business size and classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women Owned Small Business, or Large Business Concern. 4. Provide a minimum of two (2), but no more than five (5) similar requirements completed within the past five (5) years from the date of this announcement which demonstrates experience in providing all services included in this requirement. The specific services sought include: (a) methadone dispensing for patients with opioid dependence, including on weekends and holidays, in accordance with SAMHSA regulations; (b) geographic and public transportation accessibility for patients living in San Mateo County and patients residing at or near the VA Menlo Park Division at 795 Willow Road, Menlo Park, CA; (c) capability to dispense buprenorphine/naloxone daily from the dosing window; (d) annual medical assessment by a physician or physician-extender experienced in treating substance use disorders; (d) random urine drug test and breathalyzer monitoring; (e) individual counseling and case management services provided by, at minimum, addiction counselors or therapists with relevant experience and training. Responses to this notice are strictly for market research purposes and will be used by the Government to make appropriate acquisition decisions. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 621420 and the applicable size standard is $15.0M.
