Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, in Oklahoma City, Oklahoma has a requirement for grounds maintenance in accordance with the attached draft Performance Work Statement (PWS) and draft list of, draft Drawings, and draft List of Government Furnished Property (GFP). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing grounds maintenance at MMAC in Oklahoma City in accordance with the attached draft Performance Work Statement and draft list of Government Furnished Property. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 561730, Landscaping Services, with a Small Business Size Standard of $7.M. It is anticipated that the following draft Technical Evaluation criteria will be used. Additional evaluation criteria may be added to the SIR: Organizational Experience Factor 1 Factor: Demonstrate the experience of the Offeror on projects same/similar to that described in the PWS for same/similar work. If the Offeror does not have prior prime contracts to cite, then the Offeror may cite instances on which it has served as a primary subcontractor. The Offeror shall complete a minimum of three (3), but no more than five (5), Organizational Experience Information forms, attached at the end of SIR Section L, in response to this factor. All projects submitted must have been underway or completed within the last 3 years. At least two (2) of the projects provided must be a total value of at least $1,500,000 each. Evaluation Criteria: The Government will review the project experience of the Offeror, including subcontractors, on projects provided in response to Factor 1. Offeror must have at least three (3) projects that are same/similar to that of the work found in the PWS; AND At least two (2) of the projects submitted must be valued at over $1,500,000 each; AND Projects submitted must have been completed, or underway, within the last 3 years. Past Performance Factor 2 Factor: Past performance will be evaluated based upon information received by the FAA to include individuals and organizations that the vendor has identified as being familiar with the work ethic, standards, performance, and deliverables demonstrated through previous or ongoing contracts of a similar nature, including but not limited to projects submitted under Factor 1, Organizational Experience. Additional past or current projects may be submitted in addition to those submitted for Factor 1. All projects submitted, to include those submitted under Factor 1, will be evaluated for this factor. Past performance shall demonstrate ability to deliver quality product/services, demonstrate ability to achieve program objectives; and demonstrate overall performance on similar work. Evaluation Criteria: The Government will review all formal evaluations for projects submitted under Factor 1 and may use any/all other sources of past performance information for same/ similar work, or other projects, available to the Government. The Government may contact points of contacts listed on the Organizational Experience Information forms submitted under Factor 1. All past or current references must recommend either hiring or using the Offeror again for future work and reflect positive performance of the work requirements. Key Personnel Factor 3 Factor: The Offeror shall provide resume data for the following key personnel: Project Manager. Resume information to be provided shall be limited to no more than one (1) page and shall include the following information as a minimum: Name and title List of previous projects and descriptions Name of firm with which associated Years of experience with this firm and with other firms Education degree(s), year, specialization, if applicable Other experience and qualifications relevant to same/similar work required under the PWS for this contract Evaluation Criteria: The Government will review the resume provided in response to Factor 3. Associates Degree or higher in an applicable field such as horticulture or turf management from an accredited university. A minimum of 5 years of professional experience supervising grounds maintenance operations equal to the size and/or complexity of the MMAC. ************************************************************************************************* THERE IS A PAGE LIMITATION OF FIVE (5) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY INCLUDING THE BUSINESS DECLARATION FORM. ************************************************************************************************** In order to make this determination the FAA requires the following information from interested vendors: 1. Capability Statement - This document should identify: a) Type of services provided by your firm b) Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance) c) Number of years in business d) The vendor should have the same/similar experience to that of work found in attached draft Performance Work Statement 2. Confirmation that your company can provide services in Oklahoma City. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter (if applicable) or their SDVOB vetbiz certification (if applicable).
