The scope of this requirement includes all management, personnel, and supervision, in addition to material, tools, equipment, transportation and any other items and services not provided by the Government to meet the requirements of the Performance Work Statement (PWS). The incumbent contractor is O.E.S, Inc., performing under Contract SP3300-10-C-0037. This contract expires 31 January 2016. DLA Distribution San Diego, California's primary mission is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, stock selection, issue processing, packing, shipping, and distribution of repair parts and secondary items in support of on-base, local, and worldwide customers. The estimated period of performance (PoP) dates for this requirement are shown below and consist of a one (1) year base period and four (4) one-year option periods. Base Year*: 14 October 2015 - 13 October 2016, if exercised Option Year 1: 14 October 2016 - 13 October 2017, if exercised Option Year 2: 14 October 2017 - 13 October 2018, if exercised Option Year 3: 14 October 2018 - 13 October 2019, if exercised Option Year 4: 14 October 2019 - 13 October 2020, if exercised *includes 110 day phase-in This acquisition is set-aside 100% for Small Business concerns, providing for full and open competition after the exclusion of sources under FAR Part 15, Contracting by Negotiation. Contract award will be made on the basis of competition limited to small business firms. It is anticipated that contract award will be made in October 2015. The NAICS code and Size Standard are 493110 and $27.5 million, respectively. All documents related to this notice will be posted to the Federal Business Opportunities website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations. The tentative timeframe for issuance of the Request for Proposal (RFP) for the above stated requirement is on or around the week of February 9, 2015. A pre-proposal/site visit is anticipated to be scheduled to be conducted on February 20-21, 2015.
